Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit on an Other Than Full and Open Competition basis, Simulator/Classroom Instructional Services for the Chief of the Naval Air Training (CNATRA) to be performed at the following locations: NAS Meridian, MS; NAS Kingsville, TX; NAS Corpus Christi, TX; NAS Whiting Field, Milton, FL; and NAS Pensacola, FL. The requirements of this acquisition focus on instructional services for assigned students using flight related devices and classroom instruction. The services will be accomplished through a modification extending the performance period under the existing Contract N00140-97-D-1850. The extension is being processed on the basis of Other Than Full and Open Competition, sole source to Lockheed Martin Services, Inc. 8804B Greenbrier Circle, Chesapeake, VA 23320 under the statutory authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1. The purpose of this extension is to allow sufficient time to complete the procurement process for the competitive follow-on contract. The follow-on requirement has been solicited under N00140-03-R-G800 and is still under evaluation. Contract N00140-97-D-1850 is an indefinite delivery, indefinite quantity, type contract with task orders issued on a fixed price and labor hour basis. The modification will include a three-month period with two, one-month options periods. The applicable NAICS Code is 611512 and the size standard is $21.5 million. The Government intends to solicit and negotiate with Lockheed Martin since they are the only source that currently has the personnel and the infrastructure in place to perform the requisite services by 1 April 2003. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract extension based on responses to this notice is solely with the discretion of the Government. The Government will not pay for information received. Responses to this synopsis should be mailed to the attention of Ms. K.
