Description
This Sources Sought Notice is issued by CH2M Hill Mound, Inc. (CHM) Prime contractor to the Department of Energy (DOE) under prime contract DE-AC-03OH20152 to identify potential small business sources who are interested in submitting a proposal for the outsourcing of the Radiological Instrumentation Calibration, Maintenance, and Repair Operation at the Miamisburg, Ohio Mound site. The effort required for the operation of the Radiological Instrumentation Calibration Operation is extensive and critical to the successful Miamisburg Closure Project. The management of this operation shall be in accordance with Title 10 CFR 835; American National Standards Institute (ANSI N323); and, 10 CFR 830.120 through the implementation of Mound Technical Manual 10215 operating procedures and the CH2M Hill documented radiation protection program (PP-9350). Specifically, the responsibilities of the Radiological Instrumentation Calibration function include, but not limited to, the following: (a) Troubleshoot and repair of radiation monitoring equipment; (b) Calibration of radiation monitoring equipment; (c) Maintenance of instrument tracking database; (d) Perform "as found" reading on instrumentation; (e) Conduct performance testing of instrumentation; (f) Develop acceptance testing procedures; (g) Conduct validation and verification on new instrumentation; (h) Maintain source control and tracking; (i) Establish and maintain spare parts inventory; (j) Control and maintain facility security. Since the outsourcing of this function may eventually lead to the commercialization of the Radiological Instrumentation Calibration, Maintenance, and Repair operation, it is our intent, at this time, to require all Offerors to possess or demonstrate the ability to obtain all federal, state and local licenses required for the handling and possession of various radioactive sources. Because of the security requirements Offerors must either have or be capable of receiving a positive Foreign Ownership, Control, or Influence (FOCI) determination. Interested companies shall submit the following pre-qualification data: (a) Prior and current corporate experience related to radiological instrumentation calibration, maintenance and repair; (b) Description of staff qualifications; (c) Description of applicable by-product material and special nuclear materials licenses or plan and schedule to obtain necessary licenses. The pre-qualification submittals will be evaluated by CHM to develop a bidder's list. It is currently estimated that the RFP will be issued in late-March 2003.
