- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are due in the designated contracting office by 11:00 a.m. local time, March 3, 2003. Offers may be FAXED, E-Mailed, Express Mailed, Mailed, or hand delivered. The solicitation number is 263-03-P-(SC)-0051, and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 12 effective 1/24/2003. The North American Industry Classification System (NAICS) code is 611430 and the size standard is $6,000,000. This solicitation is a small business set-aside. NIH/ORS requires the services of qualified training consultants to design and deliver an ORS-wide customer service training initiative. The goal is to train approximately 1300 total staff within the next year. Training sessions: Should commence in April 2003 and end by April 30, 2004; Should be up to 1-day in length; Should range in size from 15 ? 20 participants; Should be held on Tuesdays, Wednesdays or Thursdays with the potential to schedule occasional sessions on Mondays or Fridays. For this task the contractor shall: 1. Design a customer service training plan targeting ORS managers and supervisors, front-line employees and contract staff. The training plan should identify: Project outcomes; Roles and responsibilities of contractor and government staff making up the project team; Required resources and costs. The training plan should specify: The number of training sessions required; The length of each training session; The number of participants; The staff composition of each training session; The format of the training sessions. 2. Conduct customer service training sessions for ORS managers and supervisors, front-line employees and contract staff. The approximate ratio of managers to front line staff = 1:10. 3. Provide 1-day quarterly coaching sessions for 6 - 10 ORS internal, part-time, collateral duty trainers. 4. Provide on-going consultation as needed with ORS leadership, project team members and internal training staff, as determined by ORS. The contractor shall provide ORS with the following: 1. A training plan within 10 business days of contract award. 2. Customer service training for managers and supervisors, front-line employees and contract staff to commence within 20 days of contract award. 3. 1-day quarterly coaching sessions for 6- 10 ORS internal trainers. 4. On-going consultation with ORS leadership and training staff as needed, determined by ORS. The Project Officer will provide comment on the proposed training plan within 5 working days of receipt from the Contractor. The Contractor shall make required changes in the training plan specified by ORS within 5 working days of receiving ORS? comments. The NIH/ORS (Government) will furnish the following items: 1. Provide on-campus training facilities and audiovisual equipment for the training sessions. 2. Reproduce the training materials. 3. Coordinate scheduling, registration and tracking for the training sessions. 4. Provide administrative and logistical assistance (clerical, custodial, etc). 5. Provide an in house cadre of training support staff - 1 lead trainer and 4 secondary trainers. The contractor shall perform the work in the contractor's office and on the Bethesda campus of the National Institutes of Health. Training sessions will be conducted in ORS training facilities on the NIH Bethesda campus. The Period of Performance is Date of award through April 30, 2004. Proposals will be evaluated on the basis of overall best value for the government, taking price and the rating factors into consideration. The contractor shall be sufficiently familiar with the training curriculum and the course content should be flexible so that it can be adapted to the ORS organization and culture in a short period of time. Any increase or decrease in the cost of the requirement shall be authorized only by the Contracting Officer. The Evaluation Factors are: 1. Staff qualification and experience (30%) 2. Project approach for planning, training design and delivery (30%) 3. Quality of proposed training materials (30%) 4. Past performance in contracts of a similar scope and nature (10%). The Contractor shall submit a firm offer for all required services including any discounts. Offers shall address all evaluation criteria, detail descriptions of services offered, and include past performance data for similar work including telephone/FAX numbers and e-mail addresses. Contractor will be selected based on evaluation criteria, past performance data, and price. A completed copy of FAR provision 52.212-3, Offer representations and Certifications ? Commercial Items, should be submitted with the proposal.
