- The Office of the Assistant Secretary for Public Health Emergency Preparedness (OASPHEP) through the Program Support Center/Division of Acquisition Management (DAM) has a requirement for analyses and recommendations to facilitate the enhancement of local/regional preparedness for public health emergencies in general and bioterrorism in particular. The OASPHEP has a responsibility to direct and coordinate Health and Human Services - (HHS) wide efforts to support State and local preparedness for and responses to bioterrorism and other public health emergencies. The Contractor shall provide analyses and recommendations that shall facilitate the development of variety of models, templates and best practices relevant to local health department activities. The Contractor shall provide recommendations regarding ways to strengthen local health departments (LHDs) to combat bioterrorism and other public health emergencies. The Contractor shall review workplans and progress reports submitted under Center for Disease Control (CDC)-funded cooperative agreements with States and other eligible entities to determine the nature and extent of investments in LHDs related to public health emergency preparedness. The Contractor shall assist in identifying assessment parameters relevant to evaluating such LHD preparedness. The Government anticipates a firm-fixed-price purchase order award utilizing FAR Part 13, Simplified Acquisition Procedures (not to exceed $100,000 threshold). The anticipated period of performance is six (6) months after purchase order award. In accordance with FAR 5.102(a)(1), the solicitation will be made available electronically on or about 15 days from the date of this publication. The internet address for downloading the solicitation is http://www.fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this acquisition. No fax or e-mail copies of the solicitation will be provided. The anticipated release date for the solicitation is March 3, 2003. Quotations/Proposals will be due ten (10) working days after release of the solicitation. This procurement is being conducted as a 100% small business set-aside.
