- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation to be issued; proposal s are being requested and no further written solicitation will be issued. The solicitation number for this Request for proposal is DAHA30-03-R-0007 ( housing for 16 ) and DAHA30-03-R-0008 ( housing for 32) , a request for lodging accommodations and close s on 20 February 2003, 12:00 p.m. Eastern Standard Time. The solicitation document and incorporated provisions and clauses are those in effect through FAC 01-12. This procurement is unrestricted with an assigned NAICS Code of 721110. The 174th FW at Ha ncock Field Air National Guard Base is soliciting lodging facilities to house 48 military personnel in beginning 03 March 2003 through 03 March 2004 with an additional 4 option periods (3 months each pending funding availability.) Proposals are being requ ested and a written solicitation will not be issued. The lodging facility must have the capability to house groups of 32 and 16 or the total package of 48 personnel in one facility/at one site for transportation logistics and team camaraderie purposes. Offerors need to provide a fixed rate and availability for single and double occupancy lodging for a total of 32 and 16 personnel. Double occupancy must include separate bedrooms but may have joint living space. Accommodations must be located within a 20 mile radius from Hancock Field Air National Guard Base, Syracuse, New York. Accommodations must meet the inspection criteria established by Air Force Lodging standards. As a minimum each room must be equipped with the following amenities: Full kitch en to include refrigerator, microwave, stove, dining table and chairs, iron and ironing board, local phone calls, telephone, basic cable TV, internet access, coffee pot and no charge laundry facilities must be located on the premises. There must be a secu re area for a minimal amount of personal items and the lodging facility must ensure safekeeping of guests. All offers are subject to a facility inspection prior to contract award. Offerors are encouraged to clearly identify any additional services/ameniti es offered in addition to the minimum requirements listed above. FAR 52.212-1, Instructions to Offerors-Commercial Items; Award evaluation is based on best value. The Government will make a best value determination based upon the following specific areas of consideration: condition of facilities, amenities, pr oximity to Hancock Field Air National Guard Base, past performance and price. Condition of facilities, amenities, proximity and past performance are more important evaluation factors than price. Offers are due by not later than 12:00 p.m time on 20 Febru ary 2003. All prospective offerors must, if not already, register with CCR (Central Contractor Registry) at http://www.ccr.gov. As a minimum, offerors must show (1) the Solicitation Number; (2) The time specified in the solicitation for receipt of offers ; (3) The name, address, and telephone number of the offeror; (4) Price and discount terms, amenities offered, room layouts and breakdowns; (5) Remit to address, if different than mailing address; (6) Completed copy of the representations and certification s at FAR 52.212-3 as prescribed in FAR 12.301 (b)(2). The offeror agrees to hold the prices in its offer for the entire contract period, including high peak seasons and/or black-out periods. This solicitation is subject to the Service Contract Act and al l wages shall be paid accordingly. The Government intends to award a single contract resulting from this solicitation but will leave the option for multiple award available if necessary. The Government reserves the right not to award to the lowest price. Offerors who are not registered in the CCR are ineligible for award.
