Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston Surveillance and Systems Engineering Department, Code 30, is= soliciting information from potential sources to provide Engineering an= d Technical Support Services to support task assignments in the program a= rea of Joint Warfare System (JWARS). Potential sources must have demonstra= ted expertise and proven abilities in engineering and technical support services of a non-personal nature encompassing, but not limited to the following: software engineering including software development and lifecycle support, test and evaluation services, logistics support, sys= tems acquisition support, data collection, scenario development, research an= d analysis, configuration management, documentation, training, and verification and validation. The following is a list of potential taskings. The percentage listed n= ext to the individual tasking is the estimated amount of effort that will b= e required on any potential contract for this effort. For evaluation purposes, each potential source is requested to provide a description o= f work performed, including specific demonstrated expertise, for each tas= k listed below and to state what percentage they are capable of performin= g. Only provide information on demonstrated performance with examples of reports or other documents. Do not include any documentation or percentages for any one company other than your own. This is an analys= is of your company's abilities and what it can or cannot perform. =B7 JWARS Software Development/Modification includes, but is not limit= ed to: implementation of the Detailed Design specification, IBM SmallTalk, UML= , Oracle, Brio, Microsoft Access, Microsoft Excel, and modifying existing= JWARS application. (20%) =B7 JWARS Data Collection includes, but is not limited to: scenario component integration and performance characteristics. (5%) =B7 JWARS Training includes formal classroom JWARS User Training. (10%= ) =B7 JWARS Analytical Support/Studies includes, but is not limited to: evaluating integrated collected instrument tables, understanding the relationships and dependencies between the instruments, and the prepara= tion of reports. (20%) =B7 JWARS Scenario Development includes, but is not limited to: develo= pment and execution of JWARS theater level scenarios, including the developme= nt of new components or hardware systems not already included in JWARS 1.4= . (20%) =B7 JWARS Installation and Maintenance Support includes, but is not li= mited to: installation and maintenance of JWARS servers, networks, workstatio= ns, and user enhancement/bug fix requests. (10%) =B7 JWARS Configuration Management includes, but is not limited to: identification and control of all materials developed for JWARS such as= , documents, design products, and software, and compliance with the JWARS= Developer Configuration Management Plan and Configuration Management Pl= an. (5%) =B7 JWARS Testing includes the successful integration of JWARS as a component in a testing environment. (5%) =B7 JWARS Verification, Validation and Accreditation on JWARS campaign= level warfare simulations. (5%) These tasks shall be conducted at Navy, Marine Corps, Coast Guard, Air Force, Army, and other Government activities including ships, aircraft,= submarines and other shore stations worldwide via task orders on an "as= required" basis. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite delive= ry, indefinite quantity, Cost-Plus-Fixed-Fee type contract, with task order= s. Firms are invited to submit the appropriate documentation, literature, brochures, and references to support that they possess the required specialized experience in the categories/sub-categories noted above wit= h the capabilities necessary to meet or exceed the stated requirements. There is a limit of seven (7) pages on narrative data submitted. In addition to narrative data submitted, reports or documents submitted to= support demonstrated performance shall be limited to one (1) example pe= r document type per tasking. Responses shall be submitted to SPAWARSYSCE= N Charleston via email to: kelly.cannady@navy.mil. Responses must include the following: (1) name and address of firm; (2)= size of business, including: average annual revenue for past three year= s and number of employees; (3) ownership, indicating whether: Large, Smal= l, Small Disadvantaged, 8(a), Women-Owned, HUBZone, and/or Veteran-Owned Business; (4) number or years in business; (5) two points of contact, including: name, title, phone, fax, and email address; (6) DUNS Number = (if available); (7) affiliate information, including parent corporation, jo= int venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) the percenta= ge of work your company can perform against each task listed above; (9) a = list of customers for relevant work performed during the past five years, including a summary of work performed, contract number, contract type, dollar value for each contract referenced, and a customer point of cont= act with phone number. NOTE REGARDING SYNOPSIS: This synopsis is for information and planning= purposes ONLY and is not to be construed as a commitment by the Governm= ent. This is NOT a solicitation announcement for proposals and no contract w= ill be awarded from this announcement. No reimbursement will be made for a= ny costs associated with providing information in response to this announcement, nor any follow-up information requests. Respondents will= not be notified of the results of the evaluation. The analysis of the information received will be utilized in formulating the acquisition strategy for the potential resultant RFP. The Government reserves the right to consider a small business set-aside or 8(a) set-aside based on= responses hereto. The applicable NAICS code is 541330 with a size stan= dard of $23 million. The Closing Date for responses is 6 March 2003, 2:00 PM Eastern Standar= d Time.
