- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/JSC plans to acquire Two each Electromagnetic Interference (EMI) Test Receiver Systems. Specifications: The EMI Test Receiver System must meet all of the following requirements: 1. Measurement Standards: MIL-STD-416E, DO160, and FCC; 2. Frequency Range: 20 Hz to 26.5 GHz; 3. Receiver Trace Detectors: Peak (PK), Average (AV), and Quasi-Peak (QP); 4. Receiver Frequency Resolution: 0.1Hz; 5. Frequency Sweep Accuacy: +/- 1%; 6. Resolution Bandwidths: 1Hz to 10MHz, selectable; 7. Video Bandwidths: 1Hz to 10MHz, selectable; 8. Maximum Input Level w/10dB attenuation: Sinewave AC Voltage 137 dBuV; 9. Level Display Resolution: 0.1dB; 10.Range of Reference Level: -130dBm to 30 dBm; 11.Range of Internal Attenuator: 0 dB to 70 dB; 12.Measurement Accuacy: +/- 1 dB up to 1 GHz; 13.Time Domain Measurements at up to 50ns resolution for interference source analysis; 14.Remote Control Interface: IEEE 488.2/GPIB; 15.Input Impendace: 50 Ohm; 16.Output Impendance: IF output, 50 Ohm Video Output, 50 Ohm; 17.Power Supply: 110- 120VAC, 50-60Hz; 18.Software Availability: EMI Emission measurement software with programmable modification and development capability. The NAICS Code and the small business size standard for this procurement are 541380 and average receipts of $6.0 M, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to Johnson Space Center is required within 70 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:30 PM CST on February 26, 2003 to NASA Johnson Space Center, Mail Code: BJ2, Attn: Ann E. Bronson, Houston, TX 77058 and must include: solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a offer. Offerors shall provide the information required by FAR 52.212-1. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-21, 52-222-26, 52.225-3, and 52.232-33. Unless otherwise stated in the solicitation, for selection purposes, technical, price, and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
