Description
NA Appraisals will be ordered as needed. The land to be appraised for the Restrictive Easements is underlying the Runway 23 approach and Runway 05 departure area of Campbell Army Airfield Runway 05-23. Approximately 75 Ownerships; Approximately 105 Tracts; V aluation Date is current. Approximately 5 tracts already have restrictive air/avigation easements. Those easements must be considered when estimating market value. Other tracts also have right-of-way easements for highways and railroads that must be con sidered. The appraiser shall prepare complete, narrative self-contained appraisals. The market value will be estimated by completing ?before? and ?after? appraisals. A plat map, legal description, and ownership data on each tract will be provided to the appraiser at assignment of appraisals. The appraisals will comply with the Uniform Appraisal Standards for Federal Land Acquisition and the Uniform Standards of Professional Appraisal Practice (USPAP). National, regional and local economic conditions must be considered in developing the highest and best use and the estimates of market value. Those conditions as they affect value must be discussed in the appraisal reports. The appraisals must thoroughly describe the property and include adequate color phot ographs to give the reader a visual understanding of the improvements. In evaluating the ?Highest and Best Use?, the appraiser should take into account the full range of potential purchasers in the market. Highest and Best Use as though vacant and improve d must be discussed. A conclusion of Highest and Best use must be drawn and thoroughly supported in each appraisal. A discussion of marketing time and absorption should be included if applicable. In-progress drafts should be submitted for review on the f irst five appraisal reports. The drafts should be submitted in a timely manner so that any necessary changes can be made and the reports submitted to meet the 30-day work schedule. Six copies of the final reports will be submitted. The finished reports m ust be received in Louisville District Corps of Engineers Appraisal and Support Branch within 30 days of assignment. The appraiser shall not publish any data in whole or in part, pertaining to the appraisal reports or appraisal subjects, or in any manner o r form authorize others to do so without the written consent of the Government, or until such time as the Government may have released such data to the public. An authorized review appraiser designated by the government must review the appraisals. Work wi ll be accepted and payment authorized for each appraisal as they are reviewed and approved. Thirty (30) days will be allowed for appraisal review. A Real Estate Preliminary Landowner Map, a sample of a Plat Map, and a Runway 23 Profile Map will be made a vailable by contacting Karen Gehlbach at (502) 315-6941. Proposals will be evaluated as follows: PRICE BASIS. Price must be firm and should be quoted on a per man day basis. The Government will establish a committee to review and evaluate the proposals re ceived. The board will consist of technical, legal and contracting personnel. The evaluation will be based exclusively on the content of the information provided with the proposal, and any subsequent discussions required to clarify the information receiv ed with the original proposal. Any information or data incorporated by reference or otherwise referred to in the original proposal will not be considered. If neither clarifications nor further negotiations are required, an award will be made based on ori ginal proposal. The following factors will be considered during the evaluation process. Criteria are listed in order of descending importance. Principal appraiser?s experience in appraising avigation easements; principal appraiser?s experience in appraising partial interests other than avigation easements, and preparing ?before and afte r? appraisals; principal appraiser?s experience in providing court test imony; general experience of principal appraiser and support staff; demonstration of principal appraiser?s ability to provide manpower, transportation, materials and facilities to meet turnaround time requirements, and maintain flexibility in scheduling; e ducation and professional designations of the principal appraiser and appraisal staff; experience in other types of Governmental contracting; and principal appraiser?s willingness to accept all, a group, or individual assignments. Experience in Appraising Avigation Easements - The contractor should demonstrate his expertise, and that of his support staff, in preparing appraisals for avigation easements. Experience in appraising partial interests other than avigation easements and preparing ?before? and ?aft er? appraisals. The contractor should demonstrate his experience in appraising other partial interests. Recent experience in preparing ?before? and ?after? appraisals is a factor. Experience in providing court testimony - The contractor should cite proje cts for which court testimony has been provided by the principal appraisers and support staff, if applicable. General Experience - The contractor should demonstrate the overall professional experience of the principal appraiser and support staff. Ability t o Provide Manpower, Transportation, Materials and Facilities - The contractor should demonstrate the ability to meet scheduling requirements as required for project completion. Appraisals may be awarded in groups or individually. Education and Professiona l Designations ? The contractor should provide educational and professional information on the principal appraiser and support staff. Experience in Other Governmental Contracting ? The contractor should provide information on experience in contracting for federal, state and local governments, and demonstrate familiarity with Uniform Appraisal Standards for Federal Land Acquisition. Willingness to Accept All, A Group, or Individual Assignments ? The contractor should indicate his flexibility in accepting wor k orders on an ?as needed? basis. Price. The contractor should submit a price for each man day worked. Award. Evaluation and award will take one of the following forms: a) The superior proposal, regardless of cost or price, provided that price is determin ed reasonable and affordable; b) An acceptable offer, the price or cost of which is not the lowest but which is sufficiently more advantageous than the lowest offer so as to justify the payment of additional amounts. c)Lowest priced acceptable offer as eva luated with the addition or subtraction of applicable evaluation factors.
