Description

NA SHIP REPAIR FOR THE DREDGE ESSAYONS. Solicitation DACW57-03-R-0008. Proposal due on or about 30 April 2003. Requirements contract for the Dredge Essayons for a base year plus 4 option years. Nonpersonal services to perform annual overhaul, general dock side ship repairs (which may be on-site at the location of the dredge), hull and machinery maintenance, dry-docking and related component repairs. Dredge Essayons will need to be dry-docked either in October 2003 or January 2004. Wet berth, floating type oil containment boom will be required for this contract. The crane furnished by the Contractor shall be of sufficient capacity and of suitable service to accomplish all task order items without moving the ship. Physical characteristics of the Essayons a re 350 feet overall with 68 ft. molded beam, registered gross tonnage 7248 LT, 19'-0 draft fwd and 21'-0 draft aft. This procurement will be selected based on best value to the government with the submission of technical proposals required. Technical que stions should be addressed to Bill McKay at (503) 808-5405. Tentative due date is 30 Ap ril 2003. This procurement is open to both large and small businesses. The small business is a concern, including affiliates, employing 1000 or less employees. The gate system includes a single leaf vertical lift gate, counterweights and associated machinery and control systems. Work includes furnishing all services, materials and equipment to provide counterweight replacement, weld testing, repairing and straig htening the gate, and the installation and painting of the gate. The size and weight of the gate precludes transporting the gate by rail or road. The upstream gate has been removed from the navigation lock and is stored on a barge on the Columbia River n ear The Dalles, Oregon. As such, the fabricator must be capable of 1) transporting the gate by barge to their fabrication plant, 2) offloading the gate from the barge into their fabrication plant, 3) performing the repairs, to include weld repairs, weld t esting and painting of the gate, 4) transporting the gate and counterweights by barge to John Day Lock, and 5) installation of the gates, counterweights, and wire ropes. The solicitation will be issued on or about 28 February 2003. This procurement is a 100% Small Business set-aside. The small business size standard is a concern, including all affiliates, with not more than 500 employees.
