Description
The National Institute of Standards and Technology (NIST) intends to negotiate with Z+F USA, Incorporated on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of a LARA53500, 1-D Spot Laser Radar includes Fire Wire interface, external trigger port and operating software module. NIST is conducting fundamental laboratory research that requires a 1-D laser radar with an exit beam diameter of 3 mm or less combined with a beam divergence angle equal to or less than 0.1 mrad and a single-point sampling rate of greater than or equal to 500,000 samples per second. The system range accuracy must be equal to or better than 3 mm at a range of 25 m. The beam path must use co-boresighted optics for both the photon source and detector in order to be compatible with the NIST experiment setup. The system must be capable of being controlled by an off-board laptop computer (provided by NIST) operating through a Fire Wire interface port such that data acquisition and control can occur through this connection at a throughput of 500,000 Hz. The control software (to be provided by the company) must allow NIST to issue commands from the laptop for operation of the sensor and acquisition of an individual range measurement. Only Z+F meets all of the criteria listed above, including the crucial sample rate, beam diameter, co-boresight, and divergence angle requirements. The delivery time for this requirement is 30 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by February 25, 2003. NOTE: This acquisition is Subject to the Availability of Funds. Please reference clause 52.232-18, Availability of Funds for additional information. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a size standard of 500 employees. A determination by the Government not to compete this requirement is based upon responses to this notice is solely within the discretion of the Contracting Officer.
