Description
NA The Volpe National Transportation Systems Center plans to procure through Simplified Acquisition procedures, on a sole source basis with the Metropolitan Area Planning Council (MPAC), Boston, MA to test and evaluate the T2 bicriterion equilibrium traffic assignment model on the highway network for the greater Boston region. The MAPC is a participating agency in the Boston region?s Metropolitan Planning Organization (MPO). The MAPC also administers the Central Transportation Planning Staff (CTPS), a consolidated technical staff serving the MPO. It is intended that the required testing and evaluation will be done by the CTPS using the Boston ? area highway network and regional trip tables. The work will include running several traffic assignments with T2 and with CTPS? traditional UTPS ? based traffic assignment process, comparing the results, and conducting T2 sensitivity analyses of certain input parameters. Small Business firms classified under NAICS Code 541990 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they can meet the following criteria: 1. Experience in using the Boston MPO?s regional highway network and trip tables; 2. Experience in using the Boston MPO?s traditional UTPS-based traffic assignment models; 3. Past performance in testing and evaluating new travel demand and traffic assignment models. Small business firms will be required to submit one page of documentation for each criterion listed above prior to receiving a solicitation. This proposed action is for s ervices for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about March 3, 2003. Telephone requests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at (617) 494-3024. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
