- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number F48608-03-Q-0005 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-04. This advertised acquisition is a total (100%) small business set-aside with North American Industrial Classification System Code 333120, and size standard of 750 employees. Government intends to award a Firm Fixed Price Purchase Order under Simplified Acquisition Procedures (SAP). 90CONS/LGCA, F.E. Warren AFB, WY has a requirement for purchase of the following: Requesting an easement machine. It must be able to perform the following tasks: ANSI approved winch with 2,500 pounds of lifting capacity. Capable of setting a utility 50-pole with a 360 degrees work zone. The boom has at least a 31-foot reach. A transformer jib for extra reach for transformer placement on utility poles. Capable of boring holes 6 in. to 30 in. in diameter to set poles. Capable of carrying utility poles on either side. Flood-lights to assist. Able to attach a bucket assembly with at least a 300-pound capacity for worker. Wireless remote control for operation. Have a small flatbed to carry transformers and other heavy equipment. Self-propelled for operation. Have crawler tracks for operation in mud. Have a 2000 watt generator. A hydraulic tool circuit to allow attaching various hydraulic tools. A trailer for easy transportation and capable of being self propelled operation off the trailer. The Government intends to make a single award to the responsible offeror whose quote is the most advantageous to the government considering best price for the items requested.
