- NA NOTICE OF INTENT - Defense Contracting Command-Washington on behalf of the U.S. Army Research Institute?s Rotary Wing Aviation Research Unit at Fort Rucker, Alabama will issue a 12 month contract to the current incumbent contractor, The Canadian Commercial Corp, (CCC)and its subcontractor, CAE, Electronics, Ltd (CAE) of Montreal, Canada. The supplies or services required to meet the agency?s needs are technical and engineering support of ARI?s Simulator Training Research Advanced Testbed for Aviation (STRAT A) to conduct research in critical areas of ARI?s aviator performance R&D program. Such support will involve the following: (a) Operation and maintenance of existing components of the STRATA facility; (b) Development, acquisition and integration of hardw are and software to enhance the capabilities of the STRATA facility; (c) Support of behavioral research and development efforts of ARI?s Rotary Wing Aviation Research Unit (RWARU) by providing RWARU advice on the feasibility of instrumentation of STRATA fo r stimulus presentation and control, behavioral observation and measurement, procedures and scheduling during the planning of behavioral research projects; (d)advise ARI on cost and feasibility of modifications to hardware and software components of STRATA required to conduct research studies (e) design tactical scenarios as needed for research and development efforts; (f) operate the STRATA components required for research studies. The Army Research Institute Rotary-Wing Aviation Research Unit (ARI-RWARU) owns the rights to the executables and has utilization rights to all simulator modules; however, the Institute does not have ownership and unrestricted access to the source codes to the many proprietary modules, which access is required to make the necessary changes to the simulator system for the purpose of conducting the planned research. This effort, for a 12 month period, will endeavor to address these issues and will provide for the installation, testing and acceptance of a set of government-owned software models for the STRATA simulation facility. This contract is considered an interim solution for assuring that future competition may be accomplished with full and open competition by eliminating any proprietary software or hardware from the STRATA simulation facility. There is NO solicitation document at this time. The full and open co mpetition solicitation is scheduled to be issued on or before 01 August 2003. This notice is not a request for quotes. Capability statements must be received by this office within 15 days from publication of this notice.
