Description
NA The proposed procurement is unrestricted, open to both large and small business concerns. NAICS 237990, with a size standard of $28,500,000.00. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. Bonding will be required for this a cquisition. This project is located at John Martin Dam, Bent County, Colorado. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. The approximate construction period is 300 calendar da ys. Plans will be issued on or about March 17, 2003, with proposals due on or about April 17, 2003. Tainter Gate Chain Replacement, John Martin Dam, Colorado: The project consists of the fabrication of 34 approximately forty-foot long tainter gate chain s (includes 2 spare chains). The chains will replace existing components of sixteen (16) 72,000 lb., 35 ft. x 64 ft. radial spillway gates. The chains shall be composed of bronze/aluminum alloy sidebars and rollers and stainless steel pins and retaining rings. Each chain will weigh approximately 2 tons. Work shall also include product testing (including ultrasonic testing, dimensional testing, and hardness testing), transportation of the completed chains to the job site, the removal and disposal of the existing chains (of similar size and weight), and the installation and operational testing of the new chains. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a fixed-price contract. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 8.9% for small disadvantaged business; 8.1% for women-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. The subcontracting plan needs to be submitted at time of receipt for p roposals. Bidders must be registered with Central Contractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov. Additionally a paper form for registration may be obtained f rom the DoD Electronic Commerce Information Center at 1-800-334-3414. THIS SOLICITATION WILL BE ISSUED USING ELECTRONIC BID SETS (EBS) AND PROVIDED ON COMPACT DISKS-READ ONLY (CD-ROM) AT NO CHARGE TO ALL REGISTERED PLAN HOLDERS. Any prospective offeror i nterested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation.
