- Description
- The International Boundary and Water Commission (IBWC), United States Section, requires the furnishing of labor, materials, equipment and supervision for the construction of phase III of the replacement of the water distribution system at the Falcon Field Office. Construction of phase III consists of, but is not limited to, the construction of new 6 and 8 inch PVC water lines and connection to the existing waterlines that are either underground or mounted on the wall of the gallery manholes. Existing lines are asbestos concrete waterlines and shall be protected in place. Work also includes construction of valve and joint assemblies, and appurtenances materials; furnishing all materials, excavating, laying pipe, jointing, hydrostatic testing, backfilling and compacting; place temporary 6" potable waterline and 8" raw waterline before removal of existing waterlines; repair the asphalt where the waterlines cross the existing pavement by the Falcon Power House and at the existing construction road; restoration of disturbed facilities such as fences, surfaces, and other disturbed facilities, disposal of all surplus excavation and discarded materials, placing pre-cast utility manholes, and other work necessary to complete the work. Falcon Dam is situated on the International Boundary, United States Section, approximately 100 miles west of Harlingen, Texas. Work under this contract will not require the Contractor to enter the Republic of Mexico. Tentative dates for issuing and closing IBM030005 are March 10, 2003 and April 17, 2003 respectively. The work under this contract is to be completed in 180 calendar days from the date of issuance of Notice to Proceed. The estimated price range for this requirement is between $100,000 and $250,000. Plans and specifications will be available for inspection, without charge, at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 206, 4171 North Mesa Street, El Paso, Texas 79902-1441. Request for IFB, specifications and drawings should be submitted in writing by March 4, 2003 to the International Boundary and Water Commission, U.S. Section, Attn: Irma Gurrola, at the preceding address. No telephone or facsimile requests will be accepted. There will be no charge for the solicitation packet. Offers are solicited from small business concerns. Offers received from businesses that are not small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 237110 for Water and Sewer Line and Related Structure Construction. The associated small business size standard is 28.5 million dollars annual average gross receipts for the past three years. A pre-bid conference and site visit will be held. Attendance is highly recommended. NOTE, this requirement is subject to the availability of funds for fiscal year 2003. See Note 1
