- ARCHITECTURAL/ENGINEERING SERVICES FOR THE STUDY AND DESIGN OF PROJECT TITLED ?REPLACE OFFICE AND LABORATORY BUILDING (4481)? Architect/Engineering services to be provided under this procurement consists of preliminary planning, field investigations, final designs, specifications, cost estimating, construction support such as design drawing and specification interpretation and submittal review and approvals, and other architect/engineering services for the replacement of MSFC Space Science Laboratory Building 4481. The replacement of Building 4481 will total approximately 120,000 square feet and provide office space for approximately 315 MSFC employees. This facility will provide general office space, various laboratories, clean rooms, computer rooms, data and communication rooms, conference rooms, break rooms, restrooms, and other general office areas to be determined. Standard facility requirements include, but are not limited to, HVAC systems, electrical systems, mechanical systems, and architectural and structural systems. Building access with sidewalks, parking, landscaping, and truck dock for receiving supplies and materials is required. Special facility requirements include, but are not limited to, 10K clean rooms, auxiliary power system, uninterruptible power system, oxygen detection system, various bottled gas lab feeds, cryogen lab feeds, and isolated floor slabs. The architect/engineer (A/E) will: (1) Produce a study document through preliminary planning by developing specific requirements interfacing with user groups; (2) Perform field investigations; (3) Prepare a construction bid package consisting of design drawings, calculations, specifications, and basis of design information; (4) Develop a construction cost estimate; and (5) Provide shop drawing review services necessary to accomplish the project design and construction. The study, design, and construction effort will require architectural, structural, electrical, mechanical, civil/site work, landscaping, construction specification development, and construction cost estimating disciplines. Registered licensed professionals will oversee all work under this contract. All design drawings produced will require the stamp of a registered licensed professional for each respective discipline. Only those firms having expertise in the disciplines of architectural, structural, civil, electrical, mechanical, specifying, and estimating need apply. Firms responding to this announcement must have registered professionals on staff in the disciplines of architecture, civil, structural, mechanical, and electrical engineering, and must have the following number of in-house personnel in these disciplines: Architects ? 3, Civil Engineers ? 2, Structural Engineers ? 3, Mechanical Engineers ? 4, and Electrical Engineers ? 4. Also the firms responding to this announcement must have the following minimum number of either in-house or consulting personnel in these disciplines: Interior Designers ? 1, Landscape Architects ? 1, Cost Engineers/Estimators ? 2, and Specification/Technical Writers ? 2. Firms responding must provide the latest versions of Standard Form 254 and Standard Form 255 and have CAD capabilities that are completely compatible with the NASA Intergraph Microstation system. Firms must also have experience in providing energy efficient designs that meet, as a minimum, Department of Energy Title 10 CFR 435; and the proposing office must be located within a 400-mile radius from MSFC, Alabama. Factors for selection will consider: (1) The firm?s specialized experience and demonstrated capabilities in designing state of the art industrial facilities of 100,000 square feet of larger; (2) The firm?s specialized experience and demonstrated capabilities in the design of facilities containing 10K clean rooms, computer rooms, auxiliary and uninterruptible power systems, various gas and cryogen lab feeds, and isolated floor slabs; (3) The firm?s in-house capabilities versus subcontractors required to perform the scope; (4) Past experience, if any, of the firm with respect to performance of contracts with NASA, other government agencies, and private industry; (5) Firm?s experience in designing projects within an established budget and schedule; (6) Firm?s experience in the area of total or whole building commissioning; (7) Firm?s experience in the area of sustainable (green) designs; and (8) Firm?s experience in the design of LEED certified buildings. The estimated construction cost for this project will be more than $10,000,000. Firms responding to this synopsis should include appropriate information regarding and consultants or associates to be used. PRELIMINARY SCREENING CRITERIA FOR ARCHITECTURAL/ENGINEERING (A/E) SERVICES FOR THE STUDY AND DESIGN OF A PROJECT TITLED ?REPLACE OFFICE AND LABORATORY BUILDING (4481)? 1. Must have expertise in the disciplines of architectural, structural, civil, electrical, mechanical, specifying, and cost estimating. 2. Must have registered professionals on staff in the disciplines of architecture, civil, structural, mechanical, and electrical engineering. 3. Must provide the latest versions of Standard Form 254 and Standard Form 255. 4. Must have CAD capabilities that are completely compatible with the NASA Intergraph Microstation system. 5. Must have experience in providing energy efficient designs that meet, as a minimum, Department of Energy Title 10 CFR 435. 6.
