- Description
- NASA/JSC plans to issue a Blanket Purchase Agreement(BPA) for highly specialized engineering support for the International Space Station CMG. The ISS has 4 CMGs that provide non-propulsive attitude control for ISS. Four healthy CMGs are required to fly ISS stage 12A and to assure microgravity capability for the life of ISS. Determination of any failure is absolutely critical to mitigate measures that can extend the life of the remaining units on orbit. This support will be in the form of attending meetings to discuss and recommend measures of maintaining the CMG life cycle, and providing reports that stress methods of mitigating potiential problems. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to award this BPA to Alan R. Leveille, 8896 Fort Crestwood Dr, Las Vegas, NV 89129. The authority for this sole source is FAR 6.302-1(a)(iii). Mr. Leveille has superior expertise in the field of CMGs. He has specific knowledge of the ISS CMG configuration from previous work in preperation of Root Cause Analysis. Mr. Leveille has provided analysis and independent assessments to bearing applications that involve mechanisms designed for long-term space based applications for NASA and DOD. It is believed that no other person available has the depth and breath of knowledge that Mr. Leveille has in CMGs for the International Space Station. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 3/10/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
