- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Dr. Albert Henins, of Montgomery Village, Maryland, for acquisition of services, including x-ray instrument design, construction, assembly, and operation, as well as crystal fabrication, for NIST's Atomic Physics Division, SUBJECT TO THE AVAILABILITY OF FUNDS.*****Sole source determination is based on the Government's requirement for specialized, advanced expertise in crystal technology and fabrication, as well as in precision x-ray instrumentation, both of which are necessary to perform critical measurements for the U.S. fusion effort and characterization of thin films of great importance to the semiconductor industry. Dr. Albert Henins is uniquely qualified to perform the required services, given his advanced skills and over thirty (30) years of experience in both these areas.*****The period of performance shall be six (6) months from award of purchase order.*****The North American Industry Classification System (NAICS) code for this acquisition is 541990, and the size standard is $6 million.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 10, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
