Description
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for a Differential Global Positioning System (GPS) W-9000 System containing all the equipment and software necessary for NOAA to configure it such that it is interchangeable with the NASA "three-thermistor" system (with NOAA obtaining NASA-unique software separately). This system will be used by NOAA as a reference system in the testing of radiosonde performance with respect to temperature measurements in the atmosphere. Delivery of the W-9000 system shall be made F.O.B. Destination to the National Weather Service (NWS) Test and Evaluation Facility in Sterling, Virginia within four months after award. NOAA intends to negotiate on a sole source basis with Sippican, Inc. (Sippican), located in Marion, Massachusetts, for this W-9000 system. Sippican is the manufacturer of the W-9000 system and is the only known source that can provide this equipment. This acquisition will be accomplished using simplified acquisition procedures. Request for Quotation (RFQ) No. WE0000-3-00025 will be issued on or about March 5, 2003 and will close on or about March 20, 2003. NOAA expects award to be made not later than April 4, 2003. Although NOAA expects that only Sippican can provide the required W-9000 system, all responsible sources may submit a quotation which will be considered by NOAA.
