Description
This solicitation is offered as a Source Selection, Best Value, Request for Proposal (RFP) under Federal Acquisition Regulations (FAR) Part 15 - Contracting by Negotiation. The Government will award a firm-fixed price contract to the responsive, responsible Contractor whose offer, conforming to the RFP, will be the Best Value to the Government; price, past performance, and other past performance factors considered. The solicitation consists of three separate but similar schedules and one option. Schedule A is 5.710 km; Schedule B is 6.974 km; Schedule C is 7.274 km; and Option X includes Bear Lake, Glacier Gorge and Bierstadt Lake Trailhead Facilities. The work consists of drainage, grading, retaining walls, aggregate base and asphalt surfacing for Bear Lake Road in Rocky Mountain National Park, Larimer County, Colorado. Estimated price range is between $5 million and $10 million. Principal work items: Major bid items (largest schedule) include: lump sum contractor testing; survey and staking; 18.0 ha clearing and grubbing; 56,500 m3 roadway excavation; 475 m3 placed riprap (various); 2,278 m2 reinforced concrete retaining wall (various m); 248 each soil nails, epoxy coated; 7,500 metric tons roadway aggregate, method 2; 55,000 m2 roadway aggregate method 2 (recycled asphalt pavement); 1,150 metric tons asphalt cement grade PG 58-40; 17,000 metric tons superpave asphalt concrete pavement; 815 m2 reinforced colored Portland cement concrete pavement; 375 m2 reinforced shotcrete; 23 each concrete headwall (various); 1,224 m pipe culvert (various); 33 each catch basins; 3,600 m underdrain system; 5,800 m colored Portland cement concrete curb and gutter; 2,600 m2 simulated stone surfacing; 1,625 m steel backed timber guardrail system; gates; sidewalk; pedestrian safety railing; signing; pavement markings; seeding; mulching; placed conserved topsoil; erosion control; and traffic control. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
