- SUBJECT: FIESTACROW 03: Full Spectrum Operations for Future Conflicts and Homeland Defense Description: The Billy Mitchell Club (BMC) of the Association of Old Crows, along with sponsorship from the Joint Information Operations Center, the Air Force Information Warfare Center, Air Intelligence Agency, the 67th Information Operations Wing, the 563 Flying Training Squadron, Southwest Research Institute and the Alamo Chapter of AFCEA, will present the 13th FIESTACROW technical symposium. FIESTACROW 03 will be held April 21 through 23, 2003 in San Antonio, Texas. The theme of the symposium is Full Spectrum Operations for Future Conflicts and Homeland Defense . It will continue the tradition of a leading edge technical program providing the attendees with a challenging look at the IO/IW in military operations, homeland defense and future conflicts. The symposium will feature unclassified presentations on the impact to IO/IW caused by Homeland Defense efforts, recent military operations, and worldwide interest in perception management. Lieutenant General Bruce Carlson (invited), Commander Eighth Air Force, Barksdale AFB, LA will give the keynote address. Mr. James O Neill President , TASC, Northrup Grumman and Mr. Bill Cooper, National Manager Defense Intelligence, Homeland Security, Sun Microsystems will talk about the evolving role of the commercial world in support of Homeland Defense. Colonel Eugene Komo, US Army C4ISR Center of Excellence will outline the new Centers impact on IO on the battlefield. Dr Daniel Kuehl from National Defense University, Dr. Frank Goldstein (invited) and Mr. John Rendon (invited) will address issues related to strategic influence and perception management. In addition, Mr James Woolsey, Booz Allen Hamilton and NORTHCOM representatives have been invited to present at the symposium on Homeland Defense related topics. The Technical program will include sessions on Effects based operations and Information Operations, Information Operations and the role of strategic influence and perception management, and IO/IW in support of Homeland Defense. In conjunction with the technical sessions, there will be tutorial sessions on Monday afternoon, Tuesday morning and Wednesday morning. These no cost tutorial sessions will be 2 to 2 1/2 hours long to allow the presenter to fully cover the specific tutorial topic. Updated information on the subject for each tutorial and presenter will be provided on the Fiestacrow Web site. The tutorials on Monday afternoon will be Homeland Defense related and look at the technology and processes used to support this critical National issue. On Tuesday morning, the Effects-Based Operations related tutorials will be provided. On the final day, Wednesday morning, the tutorials will provide insight into the Human Decision making and its role of Strategic Influence and Perception Management. Over 130 booth spaces have been sold to contractors, the Services and government organizations to exhibit and display their emerging technologies. The exhibits area will be open Monday, April 21st, 4:00 PM until 7:00 PM, Tuesday, April 22nd, 12:00 PM until 7:00 PM, and Wednesday, April 23rd, 2:00 PM until 5:00 PM. Following FIESTACROW, Air Intelligence Agency will host an Industry Day on 24 April. FIESTACROW 03 technical program, as usual, is held in conjunction with the San Antonio Fiesta. Coupled with the San Antonio hospitality during Fiesta, the parties that surround it, the River Parade and an elegant luncheon, this is one event not to be missed.
