- This is a Sources Sought Synopsis (SSS), to ascertain the availability and identity of Contractors capable of repair/overhaul of Shoulder Harness Reels, as stated later in this text. As a result of this synopsis, it is anticipated that, a follow-on Request for Proposal (RFP) for a Firm Fixed Price Requirements Contract may be issued. Currently, no funding is available for this initiative. Be advised that this is not a RFP and in no way obligates the Government or ensures award of any resultant award of any contract. In short, the Government will not compensate any interested party, firm, or individual that may choose to provide a response to this SSS. The United States Air Force, Air Force Material Command, 311th Human Systems Wing, Brooks AFB, TX, in the long term, intends to competitively procure the repair/overhaul of Shoulder Harness Reels for current aircraft cockpits/ejection seats. NSN is 1680-01-148-6285MH. Part Number is 0113634-201. Items are applicable to the T-38/F-5 Aircraft. Original Mfr is Pacific Scientific of Yorba Linda, CA. Best Estimate Quantity (BEQ) for the Basic Year is 260 ea (including 2 ea FMS). BEQ for 1st Option Year is 365 (including 2 ea FMS). BEQ for 2nd Option Year is 215 (including 2 ea FMS). Stock List Price (SLP) of each Shoulder Harness Reel is $3,608.60. Should a contract be issued, the ultimate awardee shall perform depot level maintenance repair/overhaul of Government Shoulder Harness Reels to restore items to a serviceable condition item. Serviceability shall be accomplished by performing inspection, test, bench checks, disassembly, reassembly, bench checks, functional checks, adjustments, and test and calibration in accordance with (IAW) a Government Work Specification. . Government tooling, facilities, and labor are not available. Contractor shall furnish all plant facilities, labor, equipment, special tools, test equipment, and materials. Materials procured by the Contractor shall meet or exceed the requirements IAW the Shoulder Harness Reel Tech Order 13A4-24-3, Illustrated Parts Breakdown IPB. Unauthorized parts modifications are not allowed. Government Furnished Material (Parts) and Contractor Acquired Parts (CAP) are not applicable to this buy. Inspection shall be IAW with FAR 52.246-2 (Standard Inspection) at Contractor?s facility (source). Complexity/Criticality of the items to be repaired and overhauled has been determined to be Complex, Non-critical, and Common. Contractor shall comply with MIL-STD 130. Unless urgency dictates otherwise, all overhauled/repaired items will be shipped to FB 2065/Robbins AFB, Ga. FMS items will be shipped to domestic ?address in the clear? for subsequent shipment to the FMS country. In the performance of this contract, the Contractor will be required to utilize Contractor Communication Network (CCN) for G009 Government-Furnished Material (GFM) and End Item Production Reporting System. Security system access will require the completion and approval of a DISA Form 41. In order for the system to be functional, the Contractor?s PC Hardware minimum configuration must be minimally, as follows: 486PC DX with Internet Access; Microsoft Windows 3.1 or later version, Microsoft mouse, 16 Megabyte (MB) RAM for Windows 95, or 30 MB for Windows NT; 100 MB of Free Hard Drive Space, 1 MB Video Card Accelerator, 15 inch Super Video Graphics Application (SVGA) monitor; Video Graphics Application (VGA) or SVGA graphics card compatible with Windows 95 and Windows NT (capable of minimum 800 x 600 graphics in 256 colors; printer; capability to read/write/delete access to hard drive; and for modem connectivity, a 14.4 BPS asynchronous modem which supports Micocom Network Protocol (MNP) is required (recommend 28.8 BPS or faster). Training on the CCN for GFM will be provided if requested. Information on the G009 production system may be obtained from ?LGPC-1 @ (912) 926-4182. Data in accordance with a Contract Data Requirements List (CDRLS) will apply. Frequency will be IAW G009 electronics report requirements. Formal responses to this SSS should be limited to one page and should detail the experience and capabilities of your firm to provide this repair and overhaul effort, as briefly outlined above, to the Government.
