Description
The 45th Space Wing Contracting Squadron at Patrick AFB, Florida intends to acquire services using FAR Part 12, and the Simplified Acquisition Procedures set forth in FAR Part 13. This Request for Proposal (RFP) F08650-03-T-0067 is for a commercial firm-fixed price (non-personal service) contract. The supplies and services include, but are not limited to: purchase the services of Dr.?s I. Jack Stout, James D. Roth and Christopher L. Parkinson of the University of Central Florida to comply with the Endangered Species Act (ESA) in consultation with the U.S. Fish and Wildlife Service (USFWS), as required by Section 7 of the ESA, for additional study of the Southeastern Beach Mouse (SEBM) to determine future management practices to minimize impacts to this threatened and endangered species at Cape Canaveral Air Force Station. The intent of the study is to track the distribution of the SEBM over a two-year period. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-3(a)(2)(ii)-Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order--To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Interested firms may identify their interest and capability to respond to this requirement. The Standard Industrial Code is 8733. The North American Industry Classification System (NAICS) is 541710. The size standard is 500 employees. Award of this contract will be made to University of Central Florida. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). Paper copies of the solicitation will not be issued.
