- Description
- The purpose of this contract is to provide bird management and control services to eliminate or minimize the hazards to safe air and support operations at Charleston AFB, South Carolina. These measures will include, but are not limited to, the use of border collies, radio controlled model airplanes, harassment, trapping, relocation, depredation, airfield/airdrome patrol, and perimeter fence monitoring. Period of performance is from 1 April 2003 through 30 September 2003 with two option periods. Option Year One is from 1 October 2003 through 30 September 2004. Option Year Two is from 1 October 2004 through 30 September 2005. This requirement is being considered for a Hubzone set-aside. If your firm is Hubzone certified and intends to propose on this acquisition, please provide the following information to the Contracting officer not later than ten days after the publication of this notice: (1) SBA certification of Hubzone eligibility, (2) capability statement of your firm, and (3) a positive statement that your firm intends to propose on this acquisition. Based upon this response, the Contracting Officer will make a determination if there is a reasonable expectation of adequate competition for award or to proceed with a Small Business Set-Aside procedure unrestricted. The primary Standard Industrial Classification (SIC) code is 0971. The primary North American Industry Classification System (NAICS) code is 11421. The solicitation will be available over the Internet only; NO HARD COPIES will be sent. Follow the links on the Electronic Posting System (EPS) website (http://www.eps.gov/) to access the solicitation: USAF Offices, Air Mobility Command, 437 CONS. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE), and they must be registered in the Central Contracts Register (888-227-2423 or email ccr@dlis.dla.mil). The government award will be based on best value with the evaluation factors set forth in the solicitation. The government reserves the right to award to other than the lowest price. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
