Description
Dollar magnitude of this project is between $1,000,000 to $5,000,000. The performance time is 200 calendar days. The contractor shall provide all materials, equipment, plant, labor and supervision to construct the Reserve Security Forces Training Facility at Charleston AFB SC. The work includes but is not limited to: the construction of a new 7,100 square foot building and related site work. Exterior work includes water, sanitary sewer, storm drainage, power, telephone, fiber optic and cable TV utility connections. Landscaping and irrigation system. Mechanical yard and fence. Building work includes Brick veneer and concrete masonry unit exterior walls. Standing seam metal roof system. Entry canopy. Metal stud walls and gypsum board. Finishes including carpet, vinyl composition tile, paint, wall coverings, ceramic tile and acoustical ceiling tile. Wood and metal doors and metal doorframes. Aluminum operable windows. Accordion folding partition system. HVAC systems. Plumbing systems. Power, telephone, and data systems. A firm-fixed price contract is contemplated. This project is unrestricted but may be considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 11 Mar 03. As a minimum, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from HUBZone concerns. The Government reserves the right to award a contract to other than the lowest price. All responsible sources may submit a proposal which shall be considered by the agency. Evaluation factors will be set forth in Sections L & M of the solicitation. The applicable North American Industry Classification System (NAICS) code is 236220, size standard $28.5. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. It is anticipated the solicitation will be issued electronically on or about 14 Mar 03 on the Federal Business Opportunities website at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Anticipate award by 28 May 03.
