Description
NA The Defense Contracting Command Washington (DCC-W) intends to issue a Request for Proposal (RFP) for General Administrative, Human Resources, and Program Execution Support, on behalf of the Office of the Director for Operational Test and Evaluation (DOT&E) . The requirement will be 100% 8(a) set-aside, competitive. An Indefinite Delivery Indefinite Quantity (IDIQ)/ Firm-Fixed Price type of contract is anticipated with a single award. This contract will be for a 60-month period, starting August 2003. The contractor must have the capability to cover the full spectrum of administrative, human resources, and project execution support to include security coordination, supply management, official travel support, training request processing, automated database d evelopment and maintenance, facility support, contract management support, handling of classified documents, and courier service DOT&E offices. DOT&E Defense-wide mission responds to a need for independent program level test, evaluation, analysis, and doc umentation in support of the DoD mission. Support under this contract will be provided to a senior-staff organization in the Pentagon. Requirements levied on the DOT&E component organizations carry an accompanying necessity for experience, skill, and hig h quality performance. Freedom from conflict of interest is also a requirement. Access to classified information is not required in order to respond to the solicitation; however, the successful offeror will be required to commence work involving access t o classified information immediately upon contract award. Personnel of the successful offeror who will be performing on this contract must have SECRET personnel security clearance based on a current Single-Scope Background Investigation (SSBI). For selec t positions, as determined by the government, security clearances at the level of ?Top Secret? will be required. Foreign participation is not authorized. For the new contract, the following will be particularly important and valued: (1) accuracy, timelin ess, and professional discretion in executing the technical requirements of the contract; (2) Understanding of the unique characteristics and requirements in working at senior-staff levels in the Pentagon; (3) Knowledge of federal government human resourc es management and DoD security requirements; and, (4)Familiarity with the fundamentals of Microsoft Office Suite. This is a follow-on to contract DASW01-98-D-0046 awarded to Optimus. The North American Industry Classification System (NAICS) codes for the follow-on are: 561210 and 561110 ($6 million threshold). The successful offeror will be required to be located in the Washington, D.C. metropolitan area, within a 30-mile radius of the DOT&E office in the Pentagon. The projected RFP release date will be on or about 13 March 2003. Offerors will be allowed 30 da ys from release date to submit offers.
