- NA This Request for Proposal, DAAH23-03-R-0207, was originally synopsized in FedBizOpps on 21 November 2002 as RFP Number DAAH23-03-R-A002. A Pre-Bidders Conference was held in Huntsville, Alabama on 10 December 2002. There will be a Bidder's Conference in Huntsville, Alabama on 5 March 2003 to answer questions about this RFP and to provide bidders the opportunity to examine the components of the CIE production contract. Bidders desiring to receive the full RFP package, including the actual RFP document and all the Technical Data Package information, patterns, etc., should contact Ms. Judy Eslinger immediately at the address in the last paragraph of this announcement. A copy-furnished email should also be sent to Paul Wilkerson at the address in the last pa ragraph. Upon receipt of an email message from a bidder with the bidder's mailing address, a full RFP package will be sent via Federal Express. No telephone requests will be honored. The Army is soliciting competitive proposals for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. This solicitation is being advertised on an UNRESTRICTED basis inviting full and open competition. The applicable NAICS Code is 3152 25. The Berry Amendment applies to this procurement. The scope of work includes full production and support of the Air Warrior (AW) Clothing and Individual Equipment. The offeror shall be able to act as an integrator to procure, manage, and/or produce th e components of the Clothing and Individual Equipment (CIE) system. The Clothing and Individual Equipment consists of a Primary Survival Gear Carrier (PSGC), Over Water Gear Carrier (OWGC) and Raft Integration Assembly, Thigh Holster for Pistol, Flotation Collar, Flexible Body Armor, Knife Pouch Assembly, and Extension Tether. The C&IE will be required to be produced to the Government furnished Technical Data Package. Production minimum quantity is 139 each for PSGC, knife pouch and thigh holster, and the e xtension tether; 96 each for the OWGC and Flotation Collar. The flexible body armor requires 160. Maximum quantity is estimated to be 6,000 to 15,000 depending on the item. Contract type will be firm fixed price and will include over and above provisions f or engineering services/studies to support the submission of Engineering Change Proposals (ECP) necessary to implement a change to the final production configuration. There will be requirements for a First Article Test, Quality Conformance Tests and Inspe ctions, and a Pilot Line Validation. A Bidders Conference will be held in Huntsville, AL, on 5 March Dec 02, 0900 to 1600, where a program overview, hardware display and demonstration, and discussion of interface requirements will be presented. Attendance is encouraged but not mandatory. Int erested parties desiring to attend the Bidders Conference must contact Ms. Judy Eslinger by email (with a copy-furnished email to Paul Wilkerson) no later than 3 March 2003, and provide the name, company representing, and nationality of each attendee. Bid ders will be provided with the location, agenda, and a map for the Bidders Conference via email. The deadline for submission of a proposal, including product demonstration models, for this effort is 21 April 2003 to the following address: LME, Inc. Attn: Charissa Watson (256-971-6911) 6700 Odyssey Drive, Suite 201 Huntsville, AL 35806 The offeror will be required to submit a product demonstration model of the primary survival gear carrier, over water gear carrier, flexible body armor, and flotation collar. Technical Data Package requirements for materials and flame retardancy will be w aived for the sample. The product demonstration model will be submitted with the proposal to the address indicated above. Source selection procedures contained in Federal Acquisition Regulation (FAR) Subpart 15.3 shall be utilized to select the successful offer. The basis of award is to the offeror whose proposal, conforming to the RFP , will provide the best value and be the most advantageous to the Government, considering cost or price and other factors. The Government intends to award this contract without discussions. Therefore, the offeror?s initial proposal shall contain its best terms from a price and technical standpoint. The Government also reserves the right to conduct discussions if deemed necessary to obtain the best value. You must be registered in the Central Contractor Register (CCR) prior to award of a DOD contract. An nual updates to your registration will be required.
