- The Minerals Management Service, U.S. Department of the Interior, has a need for technical and advisory management services. This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulations, Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Contract period is for 3 years. Only the first year of performance is guaranteed. The Government reserves the right to make more than one award from this solicitation. The Government also reserves the right to unilaterally extend the period of contract performance in accordance with FAR 52.217-9, "Option to Extend the Term of the Contract--Services". STATEMENT OF WORK: Introduction: The Minerals Management Service Minerals Revenue Management (MRM) organization is responsible for the management and administration of all mineral revenues from Federal and Indian leased lands. The Associate Director (AD), MRM, is the Senior Executive responsible for overall program direction, including the management of accounting and royalty asset management processes and systems of national scale. The AD is charged with ensuring the efficient, timely and accurate disbursement of mineral lease revenues to Indian Tribes, individual Indian lessors, state governments, and the U. S. Treasury. For many years the MRM has been engaged in a major reengineering of its business processes and automated support systems. Numerous action plans, projects and other performance improvements are underway by the MRM. New business strategies and action plans are being formulated to support continuing improvements in both current and future operational areas. The MRM is seeking strategic management support and assistance in the on-going assessment and evaluation of current and future process improvement projects and for the development, implementation, and monitoring of strategic and tactical business plans. The MRM is further seeking on-going technical assistance and support in addressing operational issues and developing appropriate business solutions in the areas of financial accounting, compliance operations, royalty asset management, and Indian trust management. Services to be Provided: 1. Review and analysis of reports, work products, and strategic documents 2. Strategic advice and consulting services to senior management - Marketing and communicating with employees, customers, and others. 3. Professional writing and editing of documents and reports 4. Technical support and guidance for business solutions and improvements 5. Consultation and assistance in strategic, tactical, and operational planning 6. Monitoring and evaluating program performance Description of Duties: 1. Provide guidance and assist senior managers in the preparation and review of briefing documents, reports, and other work products required to support on-going operational activities and special projects 2. In support of program management, prepare meeting agendas and work products and participate in or facilitate strategic planning activities. 3. Prepare written cost justifications and other documentation to support budget initiatives and operational improvement projects. 4. Provide advice and assist in the preparation or review of work plans, business plans, and other strategic and tactical documents and work products. 5. Prepare periodic written reports on actions taken in response to external reports or in response to higher-level management direction. 6. Assist in monitoring, evaluating, and reporting on internal management actions and process improvement projects. 7. Provide written articles, messages, and reports for the AD, MRM, Web page and other communication and outreach media. 8. Provide technical support and recommend corrective actions in response to GAO, OIG, and other oversight groups. 9. Assist program managers in developing business solutions in the areas of work planning, financial and compliance operations, strategic planning, management controls, and process and operational improvement. 10. Assist the AD in monitoring and evaluating efforts of program offices to fully and effectively implement assigned improvement projects and initiatives. 11. Assist the AD in developing program goals and objectives and associated performance measures. 12. Provide guidance and assist the AD in the preparation of strategic plans, business plans, implementation action plans, and program improvement projects. 13. As specified by the AD, meet and consult with senior program managers on operational issues and assist in developing solutions. Provide guidance and assistance in the development of process and system improvements. 14. Provide advice and assist royalty in king program office in developing future business plans and expansion strategies and assist in implementing and evaluating full scale operations. 15. Meet with MRM managers and key personnel and participate in or facilitate meetings to evaluate operational performance, address program priorities and issues, and develop business solutions as required. 16. Assistance in monitoring and evaluating contract proposals, work products and deliverables in areas of strategic, tactical, and business planning. 17. Assist government personnel in the preparation of strategic documents, action plans, and associated work products. Acceptance of Deliverables and Work Products: 1. All written reports, evaluations, action plans, and other work products will be prepared as specified by the AD, MRM. 2. The AD will specify all timelines and performance schedules. 3. All work products will be completed within the time specified. 4. Written products and reports will be in electronic format. 5. Documentation, work products, and draft reports must be of high quality, requiring only minor revision. 6. Progress reports and briefings will be provided as requested by the AD. 7. The AD will approve all deliverables and work products. HOW TO PROPOSE: Offers must submit brief written proposals. Your proposal must include: 1) A narrative describing the offeror's understanding of this requirement; 2) Resume(s) and specific experience for key personnel which addresses their capabilities and experience. Each of the evaluation criteria presented in this solicitation must be clearly addressed. 3) A description of similar efforts performed for the last two years. References will be checked. OFFERS MUST ALSO SUBMIT A BUSINESS COST PROPOSAL: The proposal should be priced on a fully loaded, hourly rate per position. Travel will be addressed on a reimbursable basis and should not be included in the business cost proposal. The contract period is for 3 years. Only the first year of performance is guaranteed. Subsequent years are dependent upon successful performance of the previous year and the availability of funds. The Government estimate for the first year of this contract is $150,000. PLEASE PROVIDE PRICING FOR ALL 3 YEARS OF PERFORMANCE. EVALUATION CRITERIA: 1. Understanding of Requirement - The government will evaluate the degree to which the offeror's proposal demonstrates an overall understanding of the required tasks as delineated in the statement of work. 2. Quality of the Proposed Team and Direct Experience - The degree to which the proposal represents appropriate skills and direct experience performing similar work. At a minimum, the offeror's proposal needs to demonstrate the following: a. Expert knowledge and understanding of the statutory, regulatory and policy requirements that guide the MMS in the management of Federal and Indian mineral royalties whether collected in value or kind. b. Specific knowledge and experience in strategic and tactical business planning, establishment of strategic goals and performance metrics, and assessment of performance against established metrics. c. Specific knowledge and experience in financial accounting, compliance operations, asset management and Indian trust management associated with oil and gas and solid mineral royalty revenues. d. Expert knowledge and experience in business process improvement design, development and implementation in organizations with complex business requirements and objectives. Working knowledge of the enabling role that information technology plays in the support of business processes. e. Advanced skills in the preparation of written reports and assessments. 3. Commitment - The degree to which the offeror's recent work history demonstrates commitment and ability to deliver acceptable services and products within defined schedules and budgets. Each evaluation factor is of equal importance with price of secondary importance. Among offers considered technically equal, price will be the deciding factor.
