- The solicitation will be available at http://ideasec.nbc.gov Website on or about February 26, 2003. TELEPHONE REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. NAICS CODE 336611. The Statue of Liberty National Monument intends to issue a Request for Quotation (RFQ) for drydock and repair of the NPS Liberty IV vessel. The acquisition will be issued as a best value Request for Quotation (RFQ), on or about February 26, 2003. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and RFQ will not be issued. It is incumbbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731. All businesses, large and small, are encouraged to submit quotes for the subject requirements. All work will be performed at the contractor's facility. The performance period will be 19 days with a start date on or about April 7, 2003. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the NPS Liberty IV. Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following: 1) Dry-dock the vessel; 2) change propellers, remove and replace (NPS supplied); 3) repack port and starboard main tail shaft stuffing boxes, remove all old packing and replace with new ones; 4) repack port and starboard rudder stuffing boxes, remove all old packing and replace with new; 5) replace Zinc anodes on hull, 16-24 pounds units remove old; 6) replace Zinc anodes on port and starboard keel coolers; 7) replace Zinc collars on port and starboard tail shafts, three units on each shaft; 8) open, remove screens on port and starboard sea chests, clean paint and replace Zinc anodes; 9) prepare, prime and paint bottom plating, and fouling red; 10) prepare, prime and paint side plating gloss black (2 coats); 11) prepare, prime and paint main deck, non-skid gray; 12) re-letter draft markings, name and port of call on hull; 13) prepare, prime and paint deck house gloss white; 14) take to bear metal, prime and paint safety hand rails with epoxy gloss white (2 coats); 15) replace port and starboard main shaft cutlass bearings; 16) prepare, clean, prime and paint with epoxy white paint 2 coats engine room bilges and pipings; 17) replace generator sea water piping from sea chest to generator on starboard generator and clean out cross over piping between generators; 18) replace foot valves in bilge lines, engine room, steering, forpeak and crews quarters with brass foot valves.
