Description
The Naval Facilities Engineering Command, Pacific Division, plans to solicit Base Operations Support (BOS) Services in the Territory of Guam for the Commander, Naval Forces Marianas as one or multiple contracts. An Industry Forum will be held on March 26 through 28, 2003 at Hilton Guam Resort and Spa, 202 Hilton Road, Tumon Bay, Guam. The objective of the Industry Forum is to (i) convey pertinent information on the project and its corresponding solicitation that is currently under development, and (ii) to obtain industry comments and suggestions. The solicitation is scheduled for release in October 2003. The required BOS services will provide management and administration of services performed in approximately 14 functional areas. Operations to be performed may include, but is not limited to, Program Management; Administration Services; Contingency Preparedness; Facilities Engineering, Maintenance and Repair Management Services; Buildings and Structures Maintenance/Repair; Transportation Services; Environmental Services; Steam and Demineralized Water Services; Electrical Services; Potable Water Services; Wastewater Services; Food Services; Fleet and Family Services Center; Morale, Welfare & Recreation (MWR) Services; Supply Services; Ordnance Services; and Waterfront Operations. The contract type is still under consideration; the Navy's preference is for a fixed-price type of contract. The contract period of performance is anticipated to include a base period with four option periods with a possible award option program. A source selection procurement is envisioned that consists of the submission of price and technical proposals. The proposed contract is to be awarded approximately July 2004, with a mobilization and phase-in period of approximately 3 months, leading to full performance in October 2004. The North American Industry Classification System (NAICS) Code is 561210 (previously SIC Code 8744). The applicable size standard is $23 million. MWR services may be included in the solicitation of the BOS contract, but are also under consideration for accomplishment through one or more separate contracts. The Navy MWR program on Guam provides a variety of recreation, social, developmental, and community activities for Navy personnel and their families and all other authorized patrons. There are three separate annexes for delivery of MWR programs: Recreation, Child and Youth Development, and Food and Beverage. The Recreation annex includes the following programs and services: fitness/sports programs, 3 swimming pools and 2 guarded beaches for lap and recreational swim with aquatics programs, bowling programs, single sailor program, outdoor recreation programs, veterinarian services, marina program, auto hobby program, theater operations, and golf program. The Child and Youth Development annex includes care for children ages 6 weeks to 5 years in two Child Development Centers and Child Development Homes and youth programs for youth age 6 to 18 years old at two youth centers and one teen center. This annex also includes structured child care for children ages 6 to 12 before and after school and can be provided at either youth or child development centers. The Food and Beverage annex includes services from catering formal functions to full service restaurants to snack bars. The industry forum will begin with formal presentations to provide an overview of the project, an outline of the procurement process and an overview of the Navy's Small and Disadvantaged Business Utilization Program. A windshield tour of the Naval Facilities will be provided on March 28, 2003. MWR Services will be discussed in a separate session during the forum, with a separate tour of the facilities. Parties planning to attend the industry forum are requested to send an e-mail to pacdivguam@efdpac.navfac.navy.mil no later than March 5, 2003 to register for the forum. Parties are requested to submit the attendee's name, company name, address, business size, phone number, fax number and e-mail address, along with a statement of interest in either the general BOS services contract or the potential MWR services contract(s), or both if that is the case, or as a subcontractor on either. Additional information regarding the conference will be e-mailed to all registered attendees by March 10, 2003. This is also a sources sought notice to identify potential offerors who are capable or providing the BOS services described above for various Naval Facilities located in Guam. Interested firms should provide the experience they have in performing this type of contract, management of this type of contract and experience in performing the requirements of each function. Any businesses that do not have the requisite experience to manage the multi-function services are encouraged to address possible teaming arrangements with other businesses that, together, would demonstrate the potential to perform a requirement of this size. This synopsis is for informational and planning purposes only. The strategy may change at the time of solicitation. This is not a request for proposals and no solicitation will be issued at this time. Companies interested in responding are invited to go to the web site at http://www.esol.navfac.navy.mil to download the associated market survey questionnaire file; do not submit capability statements. The due date for response is March 5, 2003. Responses must be submitted via email in Microsoft Word form to: pacdivguam@efdpac.navfac.navy.mil. All information submitted is at the offeror's own expense. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. Respondents will not be contacted regarding their submission or information gathered as a result of this sources sought notice.
