Description
The U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP) is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if small and small disadvantaged businesses possess the necessary technical capabilities to support the OPP?s Biological and Economic Analysis Division (BEAD) Laboratories, which include OPP?s Environmental Chemistry Laboratory (ECL), Analytical Chemistry Laboratory, and Microbiology Laboratory. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A DRAFT STATEMENT OF WORK (SOW) IS AVAILABLE. RESPONSES SHALL NOT EXCEED 40 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. The OPP is responsible for providing technical support to the numerous State and other EPA pesticide laboratories which support the Federal Insecticide , Fungicide, and Rodenticide Act (FIFRA) and the newly acted Food Quality Protection Act of 1996. This support includes quality assurance and audits, technical training workshops, and analytical support to the States through the analysis of samples, duplicates, and confirmation of residues. Additional support to the States includes distribution of validated methods. The OPP requires technical assistance to implement or continue support in these areas. This requirement will include on site work at EPA laboratories in Fort Meade, MD and Stennis Space Center, Mississippi which will require the ability to obtain appropriate security clearances. Appropriate Conflict of Interest (COI), Confidential Business Information (CBI) and FIFRA clauses will apply to this requirement. No Government Property will be provided for work which is to be conducted at locations other than at the EPA laboratories. Instrumentation likely to be required to perform includes: Immunoassay, Liquid Chromatography/Mass Spectrometry (LC/MS), Gas Chromatography/Mass Spectrometry (GC/MS), Capillary Electrophoresis, and GC, HPLC with conventional detectors for pesticide analysis. For the purpose of the focusing the responses to this notice, most of the work under this requirement is anticipated in Task 2 "Laboratory Method Validations", Task 4 "Inter-Lab State QA Program Support", Task 5 "Pesticide Training Workshops for State Labs", Task 6 "Support Development of Test Parameter Guidance" and Task 10 "Efficacy Testing Support". The applicable NAICS Code is 541380 with a size standard of $6 million for potential small and small disadvantaged businesses. Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (40 pages) which demonstrates their ability to fulfill the requirement. Responses to demonstrate capabilities/expertise in all aspects of the SOW.
