Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with MTS Systems Corporation for Test Cell 3 Upgrade from ACAP to a Combustion Analysis System due to existing proprietary software and the need for data integrity with existing systems. NVFEL needs to upgrade the ACAP Combustion System in its Test Cell 3 to a Combustion Analysis System (CAS). The CAS system is used to analyze engine combustion processes by measuring the engine cylinder pressure and crankshaft rotation signals. The basic CAS system consists of an operator interface computer which runs the CAS software, a VXI crate which contains two instrumentation cards that perform signal measurement, and two interface panels and cabling. NVFEL intends to build and assemble the CAS system in house using MTS components in conjunction with a NVFEL standard operator interface computer system and an existing VXI crate. This will make the new system have the exact same components as NVFEL existing CAS systems. The CAS system will be connected to existing instrumentation in the engine testing cells, including cylinder pressure transducers, amplifiers, encoders and cabling. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by March 7, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
