Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for test coupons. The contractor will deposit Inconel 718 and Ti-6-4 flat wire onto government furnished Inconel 718 base plate segments by using Precision Metal DepositionTM technology. Each base plate segment will have dimensions 5? x 1.20? x 0.125? thick. The deposition process shall fuse flat wire to the base plate in a manner that does not create a molten pool on the work piece prior to deposition. Each deposit shall be 1.5? long, 3-4 passes wide x 3-4 passes high. Deliverables include three samples with Inconel 718 wire deposited onto the Inconel 718 base plate, three samples with Ti-6-4 wire deposited onto the Inconel 718 base plate, and two samples that have Ti-6-4 wire deposited onto the Inconel 718 base plate with an additional two passes of Inconel 718 wire on top of the Ti64 wire. Wire cross-section dimensions shall be 0.02-0.04 inch wide by 0.005-0.025 inch thick. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from H&R Technology, Inc. as the only known source who can meet agency requirements. This procurement is in support of Revolutionary Metals Project's goal to develop multi-functional structural concepts to reduce weight and enhance performance of aerospace structures. The deposition process being applied to the test coupons is proprietary. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. local time on March 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
