Description
NASA/LaRC is hereby soliciting information for potential sources to design, develop, test and deliver a space-qualified UHF communications System for a planetary aerial platform. The NASA Langley Research Center (LaRC) is planning to design and develop a planetary aerial platform for science investigations. Technical Requirements: The space-qualified UHF communications system shall be implemented on a planetary aircraft. Design, development and testing of a dual output power level UHF transceiver for the aircraft, a single output power level transceiver for the carrier spacecraft and peripheral adjunct communications components for both platforms is required. The aircraft transceiver shall include a 10 Watt output mode and a 40 Watt output mode. The transceivers must be flexible in their modes of operation, having multi-mode capabilities (various protocols, data encoding and decoding, auto-link establishment, modulation selections, and auto data rate). The adjunct components in the UHF communications system include diplexers, rf switches, cabling and various antennae, both linear and circularly polarized. The communications system will be responsible for the reliable transfer of science and health data from the planetary aircraft to the spacecraft carrier and may also be requested to provide the communications components needed to relay the data to earth. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein. The Contractor shall provide a description of relevant technical experience including a summary of significant achievements and technical, cost and schedule performance. Contractors should specifically discuss the relevance of their experience in reference to the design, development and testing of space-qualified UHF communications systems including dual-output power transceivers and antennas. Since the proposed activity provides space-flight hardware, it is essential that the Contractor have experience in the design, development and delivery of space-flight hardware. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years for relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number. Responses should not exceed 10 pages. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A".
