Description
INITIAL PUBLIC ANNOUNCEMENT OF AN A-76 FULL COST COMPARISON STUDY The U.S. Office of Personnel Management (OPM) intends to conduct a public / private full cost comparison study in accordance with OMB Circular A-76 for test administration services for government customers across the country through its Nationwide Testing Program. This Program provides test and applicant scheduling, test administration, and test warehousing and distribution services for customers of the OPM. Through its testing network, OPM has the capability to administer employment and other tests at thousands of locations nationwide, with a commitment to offer any test at any location for their customers. During FY2002, OPM provided scheduling and test administration services for over 7000 employment test sessions in hundreds of locations requested by its Federal agency customers. OPM also conducted approximately 34,000 sessions of the Armed Services Vocational Aptitude Battery (ASVAB) for the U.S. Military Entrance Processing Command. Of these ASVAB sessions, OPM conducted about 20,000 Enlistment sessions at 564 fixed sites and over 13,000 Student sessions at thousands of high schools throughout the United States. OPM warehouses and distributes test material to support these sessions through its Denver Distribution Center (DDC). The DDC has about six million tests in its inventory and another six million test-related items. During FY2002, the DDC handled about 15,000 shipments of test material to and from authorized test administrators around the country. Security of the test material at all times to prevent loss or compromise is an essential part of the services OPM provides to its customers. THERE IS NO SOLICITATION AT THIS TIME; however, OPM seeks information from interested sources as indicated below to assist this agency in planning the acquisition strategy. The applicable North American Industry Classification System (NAICS) code is 611710, "Educational Support Services," with a size standard of $6,000,000. If you feel your organization has the corporate capability and expertise for performing this type of service, provide the following information VIA EMAIL ONLY about your company: (1) Company name, address, email address, website address and telephone number.( 2) Corporate capability statement (not to exceed 2 pages) that includes similar experience and references. Under the referenced NAICS code, please specify the following: (3) Is your business large or small? (4) If a small business, does your firm qualify as a small disadvantaged business (SDB)? (5) If SDB, is your firm certified under Section 8(a) of the Small Business Act? (6) Is your firm a certified hub zone firm? (7) Is your firm women-owned? (8) Is your firm veteran-owned or service disabled veteran owned? This request for information DOES NOT CONSTITUTE A REQUEST FOR PROPOSALS, and submission of any information based on this synopsis is purely voluntary. This notice DOES NOT OBLIGATE THE GOVERNMENT TO AWARD ANY CONTRACT. Under the A-76 process, the in-house government organization that is currently performing this work will be allowed to compete against the private sector and other agencies for the referenced work. Accordingly, a contract may or may not be ultimately awarded as a result of the study. If OPM determines that it will issue a solicitation to complete this study, a presolicitation announcement will be made on FedBizOpps specifying an anticipated solicitation issue date sometime in calendar year 2003.
