- Description
- The Air Armament Center (AAC) Joint Direct Attack Munition (JDAM) Program Office, AAC/YU, is currently planning a lot 5 of the JDAM weapon system. In order to perform this effort, a contractor must have a detailed knowledge of the JDAM weapon system design, including all of its sub-components, and be very familiar with the system modes of operations to meet performance specifications. At this time, the Government does not own/possess a technical data package (TDP) for the JDAM weapon system. The TDP is owned by McDonnell Douglas Corp, a Wholly Owned Subsidiary of The Boeing Co, of P.O. Box 516, St Louis MO 63166-0516. The effort is anticipated to be awarded to the Boeing Co as a firm fixed price effort, on a sole source basis in accordance with their competively proposed Production Price Commitment Curve (PPCC). Previous synopses were posted 14 Jan 00 and 16 Jun 99 addressing the JDAM production. The program office issued a prior synopsis for JDAM on 05 Jun 95, which addressed the overall acquisition approach of downselecting to a single contractor for award of EMD Phase II, Low Rate Initial Production lots and receipt of the PPCC for lots 3 through 5. A class Justification and Approval for the sole source award of all production contracts was obtained. In accordance with the Justification and Approval, this Notice of Contracting Action is published. Approximate performance periods is from 1st qtr of FY 01 for 2 years thereafter. This synopsis does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government. For contractual information concerning this synopsis, please contact Ms. Terri Brown at (850) 882-3525 extension 3124. For technical information, contact Pete Gunn at (850) 882-3525, extension 3074. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman is Dr. Mario J. Caluda, AAC/CD at 101 West D Avenue, Suite 123, Eglin AFB FL 32425-5495; his phone number is (850) 882-5558 and email address is caluda@eglin.af.mil. See Numbered Notes 22 and 25!!
