Description
The purpose of the solicitation is to procure Technical Assistance (TA) to strengthen the fiscal management structures and systems primarily in three selected Indian states (Karnataka, Uttaranchal and Jharkhand) in order to make fiscal decisions and budget preparations based on more accurate data and sound analysis. Specifically, TA and associated training will support the establishment and/or strengthening of: (a) analytical capacity of key state departments (finance and planning) to better assess and understand the implications of fiscal policy, regulatory and procedural decisions on the financial health of the state; (b) management and information systems (MIS) that allow state governments to identify, generate, analyze and maintain databases appropriate for more effective and prudential fiscal decision-making; (c) international standards and best practices (such as accounting practices, updating of management manuals, databases) that help to standardize information, introduce greater transparency and increase the quality of the fiscal decision-making process; (d) access to high quality, international standard expertise on the management of public resources; (e) capacity of selected training institutions to train state and central government civil servants in the latest principles of public finance management using the latest relevant training methodologies and curriculum; and (f) capacity of selected central government institutions, whose policy decisions, systems and procedures have a strong influence on the direction of state finances.
