Description
This is a combined synopsis/solicitation for the procurement of a solar simulator with the following specifications: 1. Minimum 2 inch diameter spot size. 2. Spectrum should be a close match to ASTM standards E490 (AM0), G159-98 (AM1.5 Direct), and the corresponding standards for AM1.0 Direct and AM2.0 Direct. Should be easily switchable between modes. 3. Absolute intensity levels should be 1 solar intensity ("one sun"). 4. Spot spatial uniformity should be 5% or better (less). 5. Spot temporal uniformity should be 1% RMS or better (less). 6. Short term spot temporal uniformity (all times within 20 minutes) should be bettter than 1% RMS. An intensity-based feedback control of the lamp is preferred. 7. Irradiance on the spot should be collimated to less than +/-6 degrees. 8. Spot MUST be cast in a horizontal direction (onto a vertical plane). 9. Warm-up time should be less than an hour. The solar simulator will be delivered to the USDA Forest Service, Rocky Mountain Research Station, 800 East Beckwith Avenue, P.O. Box 8089, Missoula, Montana, 59802. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however all proposals received within 45 days (30 days if award is issued under a basic ordering agreement) after date of publication of this synopsis will be considered by the Governement. A determination by the Governmeet to to compete with this proposed contrat based on responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
