Correct title spelling to: IT INFRASTRUCTURE STUDY.Under the terms of OMB Circular A-76, the United States Department of Agriculture (USDA) Forest Service (FS) intends to compete a Contractor versus Government Performance Study to determine if information technology (IT) infrastructure services should be retained in-house or converted to a commercial service. This requirement is for the performance of IT functions at FS locations throughout the United States and Puerto Rico. The IT functions being competed may include: Desktop Support Work that involves planning for, coordinating, and performing the testing, installation, and maintenance of hardware and software systems and peripherals on workstation, desktop and laptop systems for end users in an enterprise system management environment. Server Support Work that involves planning for, coordinating, and performing the testing, installation, operation, and maintenance of server hardware and software systems and peripherals in an enterprise system management environment. Database Management Work that involves planning for, developing, implementing, and administering systems for the acquisition, storage, and retrieval of data. Telecommunications Work that provides for the movement of data, voice, video and images between computers, telephones, radios, and other input/output devices. Included are administrative, technical, and analytical functions pertaining to the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities, services, and procedures. IT Security Work that ensures the confidentiality, integrity, and availability of systems, networks, and data. This is accomplished through planning, analysis, development, implementation, maintenance, awareness, and enhancement of information systems security programs, policies, procedures, and tools. IT Infrastructure Design, Integration, Testing, and Delivery Work that involves the architectural planning, design, testing, and implementation guidance for the system environment in support of the organization?s business needs. This work ensures a consistent, reliable, and integrated IT infrastructure that efficiently and effectively supports the full range of tools and information needed for FS business, including e-Government services. These business needs include, but are not limited to, office productivity tools, electronic mail, collaboration software, database and application development software, geographic information systems, Internet tools, and systems management and security software. IT Management Work that involves a wide range of IT management and governance activities that provide IT support to the FS business. This includes strategic planning, capital planning and investment control, policy and standards development, resource planning, workforce planning and management (including recruitment, retention, and employee training), asset management, architecture and infrastructure planning and management, IT auditing, and information security management. It is anticipated this study will encompass approximately 1200 FTE?s throughout the United States. This number could fluctuate based on the refinement of the functions under study and the number of inherently governmental positions. The anticipated completion date for this competition is 30 September 2003. THIS IS A PRELIMINARY NOTICE OF THE STUDY. A Performance Work Statement (PWS) will be prepared in accordance with A-76 and RELEASED UNDER SEPARATE RFP anouncement no later than May 2003.
