Description
The National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Atmospheric Observing Systems (AOS), 8022 Countryside Park #234, Niwot, CO 80503 to provide vertical profiles of trace gases. AOS has developed and built the prototype continuous analyzer to be used for this work. CMDL operates a global air sampling network to measure the distribution and variations of climatically important trace gases (CO2, CH4, CO, H2, N2O, SF6) and stable isotopic ratios (13C/12C, 18O/16O). Contractor will build two coil samplers from parts provided by CMDL. Contractor shall provide a CO2 detection system (accuracy 0.1 parts per million for CO2 in ambient air with CO2 concentration of approx. 370 ppm) for the coil samples, and provide an in-situ CO2 analyzer to be used on board a small airplane. On scheduled flights out of Boulder airport over Carr in northern Colorado, contractor shall deploy the in-situ analyzer and the coil sampler alongside an automated air sampler provided by CMDL. Contractor shall analyze the coil samples and the in-situ results and compare them with the analysis results provided by CMDL of the discrete air samples obtained with the automated sampler. CMDL provides assistance with the first deployments and with the building of the detection system for the coils. Contractor will provide a scientific report of the comparisons to CMDL. Between 15 and 20 flights are expected between the date of award and September 30, 2003. Contractor shall provide evidence of ability to perform measurements of CO2 in air at the required level of accuracy (0.1 ppm). Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=s best interest and must address qualifications pertinent to this requirement.
