Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solcitation includes all applicable provisions and clauses in effect through FAR FAC 01-12. The acquisition will be processed under FAR Part 12-Acquisition of Commercial Items and is restricted to small businesses pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The National Cancer Institute (NCI), Laboratory of Cell Regulation and Carcinogenesis (LCRC), as well as several other laboratories require the use of an in vivo fluorescence and low light luminescence imaging system using a Hamamatsu ORCA-II charge-coupled device (CCD) camera, and Improvision Openlab software brand name or equal. The LCRC goals in using the ORCA-II CCD Camera are to track: 1) tumor growth over time in various murine tumor models by measuring luminescence or fluorescence as a marker for tumor burden; 2) blood vessel growth and regression using transgenic mice expressing fluorescence or luminescence reporters in tumor endothelium or through compounds that target tumor endothelium; 3) localization and monitor expression levels of gene products after administration of various gene therapy vectors. The process of In vivo fluorescence and luminescence imaging is emerging as a powerful tool in molecular imaging, while several major medical centers have developed the technology of measuring either fluorescence or luminescence but, not both modalities as two different types of CCD cameras are required. The LCRC is interested in the discovery and evaluation of novel cancer therapeutics, primarily targeting angiogenesis and metastases. REQUIREMENT: Low light imaging system shall be equipped with low readout noise; <5 electrons at 14 bits; extended spectral range (Q.E. approximately equal to or greater than 305 from 350nm to 800nm; overall sensitivity from 300 nm to 950nm); FireWire output; progressive scan; 40,500 electron full well capacity (at 2x 2 binned); sealed chip evacuated to greater than 10 to -6 Torr; f/o.95 lens to cover no larger than 2/3" chip camera; lens extenders to extend close focus range; software controllable analog gain; software controllable analog offset; selectable full well capacity; selectable dual mode digitizer; ability to use existing software routines (libutti lab macros); software must be Mac compatible; LIFF file software format capability to perform batch image processing; real time software previews of image enhancementsk espcially deconvolution preview of images; ofject oriented (icons) scripting; minimum CCD array of 1300 x 1000 pixels; square pixels; unlimited software ROI and installation and training for one day. FAR Clause 52.211-6 Brand Name or Equal (Aug 1999)does apply to this requirement. Offerors must provide descriptive literature, warranties, and/or other information in sufficient detail to demonstrate that their quotation fully meets the requirements of this solcitation. The contract will be awarded to the lowest priced offer that fully meets the requirements of this solicitation. The award will be in the aggregate for all items listed herein. Offers must be in writing with one original and two copies of the following: 1) A completed SF-18 or SF-1449 with a completed "Schedule of Offered Supplies/Services," signed by an authorized individual to bind the organization; 2) A completed copy of FAR 52.212-3"Offeror Representations and Certifications-Commercial Items-with Duns Number Addendum," signed by an authorized representative of the offeror; 3) descriptive literature and other information indicating that the quotation meets the requirements; 4) A copy of the most recent published price list; and 5) acknowledgement of amendments, if any. All offers and related material must be received in the contracting office by March 27, 2003.
