Description
The Department of Justice requests a proposal for the fabrication, delivery, and installation of four (4) aluminum doors for the Robert F. Kennedy Main Department of Justice Building in Washington, DC. Contractor shall provide all materials and labor for fabrication, delivery and installation. Fabrication materials shall be aluminum and frosted glass with a metal transom. Doors shall replicate existing historic type JM1 doors, re-creating existing looks, color, materials, and scale with slight alterations as needed to fit in the existing door openings. Locks, hardware, and door closures shall be provided by the Government to the contractor prior to completion of work, in order to assure a perfect fit. Bid proposals must include door material samples (glass and aluminum). Door installation shall be performed during regular business hours, unless otherwise required by the Government. The doors shall be made of high quality materials and commercially warranted durability. The Government will provide sketches and copy of the original design, but the contractor will be required to provide detailed shop drawings. Upon request by the successful bidder, an existing door can be made available to the contractor by the Government to assure faithful replication. To request a bid package with design drawings and detailed information about how to submit a proposal, contact Ms. Myriam Skelly, Designer/Contracting Officer's Technical Representative (COTR), telephone (202) 305-3381. A mandatory site visit meeting for all interested contractors will be held at 950 Pennsylvania Ave., NW, Washington, DC, 20530, on March 31, 2003, at 2:00 P.M. All attendees will be required to submit to a preliminary security clearance before being allowed access to the building. Individuals planning to attend must contact Ms. Skelly to provide name, social security number, date and place of birth information by no later than close of business on March 26, 2003. Proposals must be submitted in hard copy by mail, courier or fax to the Contracting Officer by close of business on April 14, 2003. The Government expects to make an award on or about April 28, 2003. Proposals will be evaluated on the basis of the following criteria: 1) Overall best value to the government (70%). Best value includes construction, materials quality, cost, warranties, timely delivery and installation, and past performance as verified by references. 2) Completeness of proposal (30%). Submissions must clearly demonstrate that proposal addresses and meet all requirements described in this solicitation and that all specifications required in this statement of work are included in the quote. Bidders are NOT to propose work beyond scope of requirements provided by the Government. This solicitation is set aside for small businesses and will be conducted in accordance with Simplified Acquisition procedures as described by Federal Acquisition Regulation Part 13. All labor performed under this award must be paid in accordance with current Bacon-Davis Act wages. Further, all contractor personnel must meet the Department's Residency Requirement, which states that, for three of the five years immediately prior to applying for a position, the individual must have: 1) resided in the United States, 2) worked for the United States overseas in a Federal or military capacity, or 3) be a dependent of a Federal or military employee serving overseas. A contractor employee who is not a U.S. citizen must be from a country allied with the United States.
