Description
AGENCY MISSION: The Mission of the Mine Safety and Health Administration (MSHA) is to administer the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act) and to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards; and to promote improved safety and health conditions in the nation's mines. MSHA carries out the mandates of the Mine Act at all mining and mineral processing operations in the United States, regardless of size, number of employees, commodity mined, or method of extraction. PROJECT BACKGROUND: MSHA has a requirement to retrofit the Pittsburgh Safety and Health Technology Center's 120,000 lb. Super "L" Universal Testing Machine. This machine is used to test every roof bolt system used underground in coal and metal mines. The testing machine was purchased in the early 70's, and has seen extensive use over the past 30 years. MSHA intends to award a sole source contract to Tinius Olsen Testing Machine Company, Inc., of Hrosham, PA. for the retrofit and calibration of the Super "L" Universal Testing Machine. Tinius Olsen company is the only one source capable of a retrofit of this type for this testing machine, due to proprietary components that are needed to integrate an updated controller with our current load frame, which is over 30 years old. This requirement is considered to be a sole-source procurement in accordance with FAR Subpart 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements."
