Description
Provide professional engineering services to provide 100% complete construction drawings, detailed cost estimates, and specifications, and provide construction period services for Project 550-306, Replace Boilers (3) and Controls _ Boiler Plant, at the VA Illiana Health Care System (VAIHCS) located in Danville, Illinois. Area of consideration is restricted to firms who maintain a full-service office that is located with a 180-mile radius of the VAIHCS. Design work will be based on an option to be selected by VA as result of a technical and economic feasibility evaluation that is almost complete. Design options include abandonment of existing central steam plant and distribution system by installing individual boiler systems at the buildings that operate automatically at 15 psig or less, or by upgrading existing steam boilers/burners and controls and upgrade steam distribution to maximize efficiency. Estimated construction cost is between $2,000,000 and $5,000,000. Required completion time is 150 calendar days after contract award. Selection criteria will be based on: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; (4) Past record of performance on contracts with the VA; (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; and, (7) Inclusion of minority-owned consultant(s) and/or women-owned consultant(s). All firms that meet the requirements listed in this announcement are invited to submit two copies of SF 254 and 255 by COB on March 18, 2003, to the Contracting Officer (90C), RLR VA Medical Center, 1481 West Tenth Street, Indianapolis, IN 46202. NAICS code is 541330 with a small business size standard of $4.0 million. Contract award is subject to the availability of funds. No bid packages are available. This is NOT a request for proposal. Solicitation type is Request for Information (RFI).
