Description

NA The work includes fabricating, transporting, setting down and ballasting a float-in gated structure consisting of a pile founded, reinforced concrete (post-tensioned) monolith structure with structural steel sector gates (approx. gate weight is 350,000 lbs per leaf); constructing a casting facility for the fabrication of the float-in structure (a graving site is provided, the Contractor can elect to use an alternative site or facility); driving a sheet pile cutoff wall below water and accurately excavating within the cutoff wall area; constructing floodwalls (cantilever I-walls and pile founded inverted T-walls); dredging, constructing guidewalls, pile clusters and dolphins; and placing stone for erosion control and all other incidental work. A Firm-fixed p rice contract will be awarded for this requirement. This is a Best Value Procurement. The technical evaluation factors are: 1. Past Performance, 2. Technical Approach, 3. Personnel Experience and 4. Project Management. The offeror?s cost/price will not be rated or scored, but will be evaluated for fairness and reasonableness. The Government will conduct a pre-solicitation conference prior to the Advertisement period. The pre-solicitation conference will be held on 13 March 2003 in the District Asse mbly Room at 9:00. During this meeting the Government will present a general overview of the project and the Best Value contracting procedure. The estimated cost is more than $10,000,000.00. Solicitation DACW29-03-R-0018 will be available on 17 March 20 03. Request for proposal are due by 2:00 p.m., 15 May 2003. CD is available at: www.mvn.usace.army.mil. UNRESTRICTED.
