- NA This procurement is for the solicitation of a Two Phase Design/ Build Firm Fixed Price contract for the Fire and Emergency Service Center and Emergency Medical Services (EMS) Headquarters located at Fort Lee, VA. This project (Phase 1 of 5 Phases ) include s but is not limited to: drive thru vehicle bays, a kitchen/dining area and sleeping quarters, and lounge room for EMS personnel required working 24-hour shifts. The project also includes training room, radio room, administration office, latrines with show ers for males and females, watch/alarm room with latrine, physical training room, medical supply room, janitor closet and mechanical room. Heating and air-conditioning will be provided by self-contained systems. Access for the handicapped will be provided . Anti-terrorism/force protection measures are included, such as, laminated exterior glass, intrusion detection system, building 25-meter standoff distance, miscellaneous structural elements, Public Address System, and mechanical and electrical equipment r equirements. Selection criteria factors are as follows:PHASE ONE: (1) Corporate Experience and (2) Past Performance. PHASE TWO: (1) Technical Proposal and (2) Price Proposal. A maximum of five offerors selected during PHASE ONE will advance to PHASE TWO. Offerors will be evaluated on both technical proposal and price. The Government reserves the right to reject any or all proposals prior to award: to negotiate with any or all proposers: to award the contract to other than the lowest price: and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE IN PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt da te for Phase I proposals is April 11, 2003. The magnitude of construction is estimated to be between $1,000,000.00 and $5,000,000.00. THIS IS AN UNRESTRICTED PROCUREMENT. Duration of project is approximately 18 months. Plans and Specifications will not be provided in a printed hard copy format. Prospective contractors must be registered in the DOD Centr al Contractor Registration (CCR) database prior to award of a contract.
