Description
NA The U.S. Army Kwajalein Atoll/Reagan Test Site (USAKA/RTS) has a requirement for Range Safety Analysis (RSA). USAKA/RTS is located in the Republic of the Marshall Islands (RMI) approximately 2,100 miles west-southwest of the Hawaiian Islands and west of t he international date line. USAKA/RTS is home for 2,500 U.S. Government civilian, military and contractor personnel who perform various roles in support of the missions of USAKA/RTS. USAKA/RTS provides substandard unaccompanied housing and limited family housing, limited dental and medical facilities, schools (pre-school ? 12), dining facilities, department and grocery stores with limited choices, recreational activities and most of the amenities of a small town of comparable size. The primary mode of tr ansportation is by bicycle with no privately owned motor vehicles allowed. The RSA contractor will be required to provide support services for the performance of Range Safety Analysis involving investigations of hazards to life and property associated wit h flight tests and the operation and maintenance of systems being tested; development of system safety management plans and weapon design and hazard analysis; performance requirements for flight systems; evaluation/definition of flight safety systems inclu ding flight termination systems and flight safety routines (software); assessing safety compliance with federal, state, and local safety criteria; evaluation of sensors for providing flight safety data; determination of safety system reliability and valida tion of safety requirements; determination of risks associated with tests; development/ modification of analysis and simulation software; and support of technical interchange meetings at USASMDC and other government/contractor facilities and launch sites, including USAKA/RTS. A Top Secret facility clearance is required for this effort. This acquisition is not open to allied participation. This effort is a competitive set-aside for small business. The planned period of performance is a twenty-four (24) m onth basic effort with two options to extend the period by twenty-four (24) months each for a total possible period of performance of seventy-two (72) months. The government contemplates award of a cost-plus-fixed-fee, level-of-effort type contract. Esti mated release date of the Request for Proposal (RFP) is on or about March 12, 2003. This date is for planning purposes only and is subject to change. The North American Industrial Classification Systems (NAICS) code is 541710 with a small business size s tandard of 1,000 employees. Additional acquisition information, as well as the RFP, when released, will be available at http://www.smdc.army.mil; click on Business Oportunities, then Solicitations, then Request for Proposal, then RSA, RFP DASG60-03-R-0002 . A bidders library will be established at the U.S. Army Space and Missile Defense Command in Huntsville, Alabama, and will be available until the due date for proposals. Access to and use of the bidders library will be specifically detailed in the RFP. Individuals must have a SECRET security clearance to use the library. No paper copies of the RFP will be provided nor is a mailing list being maintained for this acquisition as the solicitation and all associated documentation will be posted at the above website address.
