Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSS030017 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 2001-12. This action is reserved for small businesses. The business size standard is 500 employees. The NAICS code is 335999. The contract period of performance will be sixty (60) days from contract award. The Government intends to award a firm, fixed price type contract. The U.S. Secret Service has a requirement for the following Senstar-Stellar equipment and support, which is provided by quantity, model number, part number and description: Line Item 0001: Senstar 100 Alarm Annunciation & Control System, to include the following: One (1) SN-CU1 J2KT2701, Senstar 100 system kit ? Supports 128 color graphic site maps and 34 primary input/output devices; one (1) SM-14 J2KT2400, Creation for site data base and first map; two (2) SM-2 SM-2, Creation of add?l maps; two (2) SN-CU2 J2KT2702, Additional Station Software Kit, includes operating system, all software and multifunction card for additional computer; three (3) HW-S4C J2SP1000, Computer, industrial, 19? rack mount enclosure, 3 ISA/4 PCI slot motherboard, minimum configuration, PIII 700 MHz, 64MB RAM, 10 Gb HDD, 3.5? Line Item 0004: Technical Support, to include the following: five (5) days of On-Site Installation Supervision for Perimitrax (Not to Exceed); five (5) days of On-Site Installation Supervision for Senstar 100 and TU?s (Not to Exceed); ten (10) days of On-Site Commissioning of Entire System (Not to Exceed); six (6) days of Travel Rate (evening or a weekend) (Not to Exceed); three (3) trips - Airfare (full fare economy from origin to Washington, DC) (Not to Exceed); twenty-eight (28) days of Travel & Living Expenses-Per Diem, in accordance with the Federal Travel Regulation (Not to exceed). Please Note: Offerors will be expected to propose a not to exceed amount for all sub-items listed in Line Item 0004. Offeror will only bill for services actually provided. For proposal purposes, please state the unit price per day or per trip for each sub-item under Line Item 0004. Under line item 0004, technical support and installation shall be provided by an authorized representative or certified technician for Senstar-Stellar equipment. Each line item shall include a standard, commercial warranty and all relevant operators? manuals. No substitutions will be accepted. The Contractor shall deliver the complete quantity, FOB Destination, with all freight included in the delivered price, within sixty (60) days of contract award. Delivery to U. S. Secret Service ? Technical Security Division, 843 Brightseat Road (Rear), Landover, MD 20785. All proposals must include a unit cost for each item as well as the total price for all line items. Substitutions will not be accepted. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation ? Commercial Items; 52.212-2 Paragraph (a) insert: ?The Government intends to award firm, fixed price type contract, to the responsible offeror with acceptable past performance, whose proposal, conforming to the Solicitation as provided herein, is lowest in price. Each item will be evaluated as acceptable or unacceptable, determined on technical sufficiency as per the specification. For evaluation of past performance, the offeror must provide at least three (3) references for contracts/purchase orders of similar products/services within the last three (3) years. Each reference must include customer?s name and address, contact person, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral. Technical and past performance, when combined, are less important than price.? 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
