- NAICS Code: 541710 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00085 and this solicitation is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The associated North American Industry Classification System (NAICS) code is 541710 which has a size standard of 500 employees to qualify as a small business. The Environmental Protection (EPA) anticipates that a firm-fixed price purchase order will be awarded as a result of full and open competition using Simplified Acquisition Procedures. The EPA wishes to develop moleculary imprinted polymers (MIPs) to detect pyrethroid pesticides. MIPs for related pyrethroid pesticides will be developed and their suitability as antibody replacements in competitive assays for environmental monitoring and human exposure assessment methods will be determined. The contractor shall undertake efforts that include, but are not limited to: 1) Delivery of a Category 4 Quality Assurance Project Plan (QAPP); 2) Delivery of at least 3 molecularly imprinted polymers (500 mg each) for the detection of pyrethroids; 3) Delivery of standard operating procedures for MIP development; 4) Delivery of standard operating procedures for analyte detection; and 5) Delivery of a final report. Please note that technical factors will be approximately equal in importance to cost or price. The price proposed by the offeror shall be reasonable and appropriate for the types and amounts of resources required to complete the project within the time period specified in the Statement of Work. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR referenced clauses apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors Commercial. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
