The host spacecraft shall provide a maneuver capability such that the payload is afforded an unobstructed view of at least 50% of the celestial sphere, and allow the ISC field of view to pass through the sun and the moon. Additional service requirements will be specified in the solicitation. The launch of the host spacecraft into Earth orbit must occur in the 2004 timeframe. The spacecraft must be in operation for no less than 30 days and the ISC shall be operated no less than 48 hours during this period.
